"To the Russian government: ensure the development and implementation of measures to promote the employment of unemployed citizens, including subsidizing employers to hire citizens from among the officially registered unemployed, as well as vocational training and additional vocational education of citizens from among the officially registered unemployed," the instruction says.

According to Rosstat, the unemployment rate at the end of December 2020 in Russia was 5.9% (4.4 million citizens).

The Ministry of Labor said that the goal set by the president is to return the labor market to 2019 indicators by the end of 2021.
