In recent years, with the rapid development of my country's e-commerce, new business formats and new models have continued to emerge, the scale of market entities has continued to expand, and the types have become increasingly complex.

At the same time, credit information is scattered and information asymmetry among market entities has caused an increase in transaction costs and restricted the high-quality development of the industry.

In response to this issue, the Department of E-commerce of the Ministry of Commerce took corporate integrity files as the starting point and organized relevant units to draft the industry standard "Evaluation Standards for E-commerce Corporate Integrity Files" on the basis of widely soliciting opinions from all parties. The Ministry of Commerce announced that it will be officially implemented on May 1, 2021.

The standard defines the applicable objects.

According to the "E-Commerce Law", it is clear that e-commerce companies include e-commerce platform companies, companies on the platform, and companies that develop e-commerce business on their own websites, as well as companies that sell goods or provide services through other online channels (such as social electronic Business enterprises, etc.), and e-commerce service companies (such as logistics express companies, financial payment companies, etc.).

The standard clarifies how to establish integrity files.

The standard combines the business practices of e-commerce companies and proposes five types of information that should be included in the integrity files of e-commerce companies: basic information, operating information, public credit information, market credit information, and other credit information, as well as information sources, information collection, and information verification. The specific requirements cover the basic elements of establishing an e-commerce enterprise integrity file.

The standard specifies how to evaluate integrity files.

The standard focuses on evaluating the quality of credit files of e-commerce enterprises, and proposes evaluation indicators, calculation methods, interpretation of evaluation results and requirements for follow-up evaluation.

The evaluation result is a quantitative result, reflecting the degree of perfection of integrity files, and can guide e-commerce enterprises to strengthen credit construction, fill up credit shortcomings, and improve integrity file information.

It should be noted that the evaluation results of corporate integrity files are not directly related to corporate credit status.

  The standard provides operational guidelines.

In the form of an appendix, the standard gives a detailed description of each evaluation index and specific examples of the index calculation process, providing practical and operational guidelines for relevant parties to implement the standard.

At present, the Department of E-commerce of the Ministry of Commerce has opened the "Credit Co-construction" section (URL https://dzswgf.mofcom.gov.cn/xygj.html) on the national e-commerce public service platform, and launched the "E-commerce Enterprise Credit Co-construction" The WeChat mini program supports enterprises to independently establish and maintain integrity files, and disclose integrity file information for public inquiries, and establishes an application scenario for the standard.

In the next step, the Department of E-commerce of the Ministry of Commerce will strengthen the promotion of standards, promote the application of standards, guide more e-commerce enterprises, credit service institutions, and industry associations to participate in the joint credit construction, and create a good atmosphere for multi-party joint construction of an e-commerce credit system.
