There was a concern that the financial business started to help small and medium-sized venture companies and small business owners non-face-to-face and digitization could only reduce taxes.

However, there are many cases where you don't even know what the app is.

Ministry of the SMEs to

Congressman Young-Seok Yoon, the Power of the People, as of the 24th of last month, 318 of the total 361 suppliers sold 2,083 through the voucher platform. It was found that it raised billion won.

Some places have only sold 58,000 won worth, but only the subsidy income from the top 10 companies, including the top 10 companies that sold 29.2 billion won in three months, amounts to 120 billion won.

It means that certain suppliers took over the subsidy. There are companies known for radio advertising, etc., but'were there any companies like this?'

There are also many places I want to.



SBS took a look at the sales history of these companies.

There were not a few suspicious points.

A representative example is an education company that sold 2 million won and 4 million won worth of telecommuting applications to about 1,800 companies and made sales of 7.2 billion won.

It was found that a large number of apps were sold in places where it was impossible to work from home, such as beauty salons, pork feet, bossam restaurants, and Sundae-guk restaurants.

Even private taxis were purchased in 46 cases, amounting to KRW 18.4 million.

In many cases, the same business type in the same location, such as Namdaemun Market in Seoul and ○○ Market in Yeoncheon-gun, Gyeonggi-do, purchased simultaneously on the same day.

This is because a supplier company'sales' for market merchants' associations, hairdresser groups, and private taxi associations that can'mobilize' members.




● Rebate bait against'group'…

However, when a reporter visits those who have purchased an app, it is a placenta that they do not know that they have bought the app.

The same is true of a fashion store merchant in Namdaemun Market, which showed that more than 200 people bought each app.

Most of them didn't even know what apps were paid for in their name.

One merchant said, "The merchant association helped me because it was necessary for education, and I decided to receive 100,000 won each."

It means that he was promised a rebate.

There are 488 merchants in Namdaemun Market who'purchased' apps that do not know what they are and do not actually use.

When one merchant heard the reporter's explanation, he said, "I didn't even know in my dreams that the company would earn 4 million won by lending my name."



In Gangdong-gu, Seoul, a large number of beauty salons operated by owners have purchased telecommuting apps.

I could hear the reason from the owner of a beauty salon.

"The hairdresser's group branch told me that it should be done, and decided to receive 300,000 won and signed up."

The owner said, "You have to be careful with your words, the more you talk, the more tired things will happen."




The exposure of A, a former part-time employee of the supplier who sold the app to them, is shocking.

Beyond simple rebate sales, they did everything from voucher application to product purchase.

Companies that need non-face-to-face service have to register themselves as a'demand company' on the voucher website and make a purchase, but the supplier side took over.

Application and payment on behalf of vouchers is a representative cheating activity prohibited by the Ministry of SMEs.



Mr. A says he went to the Namdaemun mayor under the direction of the supplier's representative.

She resided in the office given by the Mayor Merchant Association for several days, "I formed a team and made 80 sign-ups and payments per day."

The data he showed were full of personal information, such as merchants' business registration cards, tax records, and news agency information.

For the convenience of'working', the voucher website ID was created in the form of "○○301, ○○302, ○○303..." and the passwords were all unified as "134679a!".

"I talked to the merchant to get the verification number and solved it," A said.

Even though the voucher application and payment were serialized, the SME could not filter it out.

There is also the Korea Management Innovation Small and Medium Business Association (Main Biz Association), where the

auditing agency

to filter out fraud needs to filter out such fraud.

It also serves to screen and approve companies that intend to use vouchers.

This association, which should be one of the government's projects that require national taxes of around 300 billion won, served as a'hole'.

Supply companies ``create'' demanding companies by ``creating'' demand companies to secure ``customers'' who will purchase 4 million won apps as ``formally'' as possible, and even pay for proxy vouchers, but the association was blind.



Mr. A said that the association actually helped to turn unqualified companies into voucher demanders.

In order to become a demand company, each of the three required documents must be uploaded to the voucher website, but even if it was uploaded as a single photo, it did not meet the resignation of Main Biz, an examination agency.

Main Biz handled the'approval pending' without suspicion of repeated'errors' with the same technique, and Mr. A later corrected the intended error over time.

The main biz gave time to the injustice of the supplier.



Mr. A also said, "When I applied for the voucher, I was instructed to designate the examination body as the main business association."

It is also said that they have repeatedly sent an e-mail to the main biz official e-mail account, saying,'We are requesting to supplement the documents for ○○ (company name).

Unless the main business actively helped or promoted the injustice of the supplier, it is clear that at least it has revealed its incompetence as an auditing body.

A senior official of the Main Biz Association, whom the reporter met, was unaware of this fact at all.

The official said, "The SMEs order (last year) to quickly create 80,000 demanding companies, but there is a limit to screening by 5-6 people."




● Voluntary report for negative sales?...

"If I return the stolen, I will forgive the thief."



After the SBS report, which warned against the fraudulent voucher in November of last year, the Ministry of Finance and Industry professed that "we will strictly enforce voucher denial due to prosecution charges."

It even created a'public-private joint crackdown group'.

Main Biz also participated in this.

This is why it is said that the cat left the fish.

An official from the SMEs said, "We often conduct field investigations, but there is a limit to catching corruption."



Meanwhile, the voucher business misconduct continues in each field.

A supplier approached ginseng market merchants, saying, "I will take a video of the market for use in YouTube," and sold a video conferencing app.

Some companies have provided thermal imaging cameras in exchange for selling telecommuting apps to Taekwondo and funeral homes.

Not only companies that offer expensive MacBooks, but also tax firms that should be more transparent than anyone else are mobilized for proxy applications.

Even those who dig into business cards with the name of the mid-term business and sell small business people who know nothing.



Industry insiders agree that the full picture of this huge tax waste can only be revealed through prosecution investigations.

However, the Mid-term Ministry is looking forward to an'industrial midnight'.

This month, the voucher website also posted a'Payback and Rebate Voluntary Report Guide', revealing that "(if voluntarily reported) the related payment is only redeemed," it looks like he took the blade of criminal charges himself.

Can I be so generous with tax thieves?



The voucher business was a nonsense business in the first place.

It is absurd to think that Korean SMEs can achieve non-face-to-face and digitization if they give 4 million won, but it is also a problem that a business that costs more than 300 billion won was pushed forward without considering the effectiveness.

The government disregarded even the preliminary feasibility study by the resolution of the State Council, saying that this project is an urgent project, and everyone will know its intention.

With my money, you can never do this.



The Small and Medium Business Administration is accepting another voucher application from the 16th to exhaust this year's budget of 216 billion won for this problem.
