[Economic Observation] Can I turn off those apps that cannot turn off ads?

Our reporter Du Xin, "Workers' Daily" (February 01, 2021, version 04)

The "App Advertising Consumer Rights Protection Evaluation Report (2020)" (hereinafter referred to as the "Report") recently released by the Shanghai Consumer Rights Protection Commission shows that 58% of the 600 apps tested contained advertisements, and 69.7% of them were not closed. key.

In addition, only 14.5% of apps can find personalized advertisements to recommend closing the entrance.

APP advertisements have flooded to the point where many users are bored, but they still intensify setting obstacles to prevent users from closing, or even not setting the close button. In the final analysis, it is driven by interests.

According to incomplete statistics, users spend an average of 4.9 hours a day on various apps, accounting for 81.7% of users' average daily online time, which highlights the application value of APP as a new advertising medium.

At the same time, some mobile phone manufacturers do not make money by selling hardware, and rely more on pre-installed software and advertising to make money.

The profitability of some APP operators is also closely related to advertising.

It has the value of advertising itself, and it is also related to the "rice bowl" of many businesses. The proliferation of APP advertising is "reasonable".

In addition, in the context of traffic anxiety, factors such as click-through rate and viewing time are often important measures of advertising.

Therefore, it allows users to click more and more, and allows users to watch one more second.

Although "cannot be turned off" is rude, it is a simple and effective method.

Pushing advertisements and compulsory viewing are essentially buying and selling, and also a blatant challenge to laws and regulations.

The Advertising Law stipulates that the use of the Internet to publish and send advertisements shall not affect the normal use of the Internet by users.

Advertisements published in the form of pop-ups on Internet pages should be marked with a close sign to ensure one-click close.

The "Interim Measures for the Administration of Internet Advertising" also has the same provisions.

At the same time, the inability to turn off the advertisement also violates the user's right to choose.

However, according to the Advertising Law, APP ads cannot be closed, and advertisers are fined not less than 5,000 yuan but not more than 30,000 yuan.

Compared with advertising revenues of more than 10 million yuan and hundreds of millions of yuan, this illegal cost is too low to deter APP operators and advertisers.

What is even more worrying is that most APP advertisements are precision push-type advertisements, which are likely to invade user privacy and are not easy to supervise.

The "Report" believes that the precise placement of APP advertisements and bidding transactions to obtain a large amount of consumer information is the premise, which has a great impact on the protection of consumers' personal information.

Since 2019, the Ministry of Industry and Information Technology has carried out APP special rectification actions for two consecutive years. In response to issues such as the illegal handling of user personal information and the establishment of obstacles to frequently harass users, a total of 620,000 APPs have been technically tested and 2,234 illegal apps have been ordered. For rectification, 500 apps were publicly notified and 132 apps that were not rectified and refused to rectify were removed from the shelves.

Increasing the cost of illegal APP violations and increasing penalties are the voices of many users and a practical need.

The inability to turn off the ads is one of the issues that users have strongly complained about. Since some apps have not changed after repeated teachings and do not give users the right to say "no" to the ads, please supervise Liangjian and say "no" to such apps.

Only by taking off the shelves can APP operators really feel the "pain", forcing them to strengthen self-discipline, abide by laws and regulations, and strict advertising management, and then force the optimization of advertising content and form.

Of course, removal is not the purpose, nor is it permanently shut down. It is a heavy reminder to APP operators that those who refuse to rectify and openly violate the law should be severely cracked down, and those who know their mistakes can correct and strive to comply with the law should be severely cracked down. Give it a chance to be born again.

The rapid development of mobile Internet technology has allowed APP to go through a period of barbaric growth and rapid progress. The "normal operations" of some APPs kidnapped users and even the law in the name of innovation.

With the gradual clarification of regulatory thinking and the continuous upgrading of regulatory methods, it is time to shine a sword on APP, not only for the healthy and sustainable development of the mobile Internet industry, but also for users to have a clean and good network environment.
