The authors considered that the North Korean nuclear power plant construction promotion system would consist of a joint decision-making body with foreign countries such as the United States and Japan, and a TF in which relevant ministries in South Korea participate.



For the location, the KEDO site, Geumho District, South Hamgyeong Province, was first reviewed, but it was considered possible in North Korea and South Korea such as the DMZ.
