The Ministry of Industry and Information Technology of China issued the "Action Plan for the Development of Basic Electronic Components Industry (2021-2023)" on the 29th to promote breakthroughs in the basic electronic components industry.

  Core basic parts and components, advanced basic technology, key basic materials, industrial technology foundation, etc. are called industrial basic capabilities.

As one of the “four bases”, electronic components have penetrated into every corner of the social economy, and are widely used in smart terminals, automotive electronics, 5G communications, Internet of Things, aerospace, energy transportation, military equipment and other fields. Plays a key fundamental role.

It can be said that "no device, no product".

  Electronic components specifically include nearly 20 types of resistors, capacitors, inductors, connectors, relays, optoelectronic devices, and sensitive components.

Currently, there are more than 20 million types of electronic components in mass production worldwide.

  Huang Zihe, vice president of the China Institute of Electronics and Information Industry Development, introduced that electronic components have a wide range of characteristics in downstream applications. Taking multilayer chip ceramic capacitors (MLCC) as an example, the average number of MLCCs used by each iPhone exceeds 1,000. Only, each communication base station uses more than 6,000, and each new energy vehicle uses more than 10,000.

  China is already the world's largest producer of electronic components.

In 2019, the overall sales revenue of China's electronic components industry exceeded 1.86 trillion yuan (RMB, the same below), and there were tens of thousands of enterprises. The production and sales of most products were in the global leading position. The local supply chain was generally complete and the product categories were relatively complete. It can basically cover the existing market demand.

  However, the problem of large but not strong basic component industry is still prominent.

Yang Xudong, deputy director of the Electronic Information Department of the Ministry of Industry and Information Technology, said that this is mainly reflected in the weak overall strength of the company, the lack of independent innovation capabilities, and the lack of key enterprises.

Whether it is technical level or industrialization capability, there is a big gap between Chinese enterprises and the international advanced level.

  According to Gu Qun, secretary general of the China Electronic Components Industry Association, the multi-layer chip ceramic capacitors (MLCCs), known as "electronic industry rice", have a domestic market share of less than 4%.

In the field of 5G base stations, domestic MLCC products can only be tested in small batches, which is more than 10 years behind foreign countries.

For another example, the gap between optical communication chips and optical fiber filters necessary for mass information transmission in the optical communication field is also about 5 years.

  In terms of high-end chip RC, RF filters, high-speed connectors, optoelectronic devices, etc., Chinese products are still difficult to effectively meet the needs of the downstream complete machine market.

These have also become "stuck necks" that threaten the security of the industrial chain supply chain.

  China’s action plan for Taiwan on 29th is aimed at solving the above-mentioned problems.

Huang Zihe said that the plan focuses on a number of electronic component products that are urgently needed for the development of major industries, have brighter application prospects, and are expected to achieve phased breakthroughs, and "do something and not do something."

  In terms of technological innovation, through the establishment of public service platforms such as manufacturing innovation centers in the field of electronic components, the central government and industry resources will be coordinated to promote key common technologies, cutting-edge technology research and industrialization.

  Huang Zihe said that in key, important, and emerging industries such as 5G and new energy vehicles, efforts should be made to optimize procurement models, avoid market irrational behaviors, use resources from all parties, promote the differentiated application of electronic components, and use systematic innovation to make up for partial or single orders.   The action plan also proposes to enhance the protection capabilities of key materials and equipment in the electronic components industry.

Yang Xudong said that it will strengthen communication with the electronic materials industry and electronic special equipment industry, relying on policies such as the first set of equipment and the first batch of materials to jointly promote the construction of the industrial ecosystem.

  The action plan proposes that by 2023, breakthroughs will be made in key product technologies, and major progress will be made in the fields of radio frequency filters, high-speed connectors, and multilayer ceramic capacitors, and the patent layout will be more complete.
