Germany must grant fathers ten days of paid leave when their child is born.

This is the conclusion reached by the employment lawyer Stefan Treichel from the University of Emden / Leer in a report for the German Trade Union Federation (DGB).

The paper is exclusively available to WELT AM SONNTAG.

Accordingly, based on an EU directive, the legislature must implement “an independent right to paternity leave in domestic law”.

So far, the federal government has argued that the German model of parental allowance would already meet the directive.

According to the report, this is not enough.

The parental allowance is therefore primarily aimed at ensuring that fathers and mothers can exercise their profession because the other is taking care of the child.

Paternity leave, on the other hand, should contribute to an early bond between fathers and their children and an even division of care between the partners.

In addition, the compatibility directive explicitly mentions the occasion of the birth as a time factor.

It is "expedient to introduce an independent 'paternity leave law'", it says in the report.

The salary would have to be paid 100 percent during paternity leave.

"This is a clear mandate to act," said the Deputy DGB Chairman Elke Hannack.

“The next federal government at the latest has to clear the issue.

We need paternity leave at birth. ”In addition to parental allowance, it is an important incentive for fathers to take part in childcare as a partner.

According to a YouGov survey commissioned by the DGB, which is available to WELT AM SONNTAG, the Germans agree with a corresponding claim: More than 60 percent said ten paid paternity days around the birth are good or very good.

Only eight percent found this bad or very bad.
