The main person in charge of the Department of Tourism, Culture, Radio, Film and Sports of Hainan Province said that by 2025, Hainan will basically form a tourism industry system based on sightseeing tourism, focusing on leisure and vacation, and featuring cultural and sports tourism and health tourism, and the tourism consumption format will be more complete. Tourism consumption potential is further released, high-end tourism consumption is beginning to take shape, tourism consumption systems and mechanisms are in line with international standards, and tourism consumption content is becoming increasingly diversified, high-end and international.
It was revealed at the meeting that during the "14th Five-Year Plan" period, Hainan will build "one center, three heavens, and one highland", that is, based on the construction of Hainan Free Trade Port, an internationally renowned holiday paradise, health care paradise, shopping paradise and exhibition highland.
It is reported that during the "13th Five-Year Plan" period, Hainan has received a total of 352 million domestic tourists and achieved a total tourism revenue of 436.491 billion yuan.
From 2016 to 2019, the province's reception of domestic and foreign tourists increased by 11.4% annually; among them, the average annual increase of inbound tourists was 23.9%; the total tourism revenue increased by 15.9%.
In 2019, the direct contribution rate and comprehensive contribution rate of Hainan's tourism to the province's national economy reached 11.6% and 27.97%, respectively.

In 2020, Hainan Province received 64.559 million domestic and foreign tourists and achieved a total tourism income of 87.286 billion yuan, becoming one of the regions with the best tourism recovery in the country.
In order to achieve the prevention and control of the epidemic and the resumption of work and production, Hainan Province has taken a number of measures in 2020 to reduce the burden of tourism companies and relieve the burden.
