Shandong eliminates 13 backward oil refining capacity

As of the end of November last year, the refining equipment of 13 companies with a refining capacity of less than 2 million tons were found It has been dismantled.

The 13 companies involved this time are located in the 3 cities of Dongying, Linyi and Heze, with a total of 3.96 million tons of production eliminated, and the eliminated production of Dongying alone reached 3.7 million tons.

  According to the relevant person in charge of the Shandong Provincial Economic and Information Technology Commission, this capacity elimination is mainly based on the "Implementation Plan on Accelerating the High-Quality Development of the Seven High-energy-consuming Industries" issued by the Shandong Provincial Government in 2018.

Judging from the operating conditions of the 13 companies, some of them have had their refining units idle or intermittently operating for many years, and the overall capacity utilization rate is low.

  According to reports, Shandong Province occupies a pivotal position in the national chemical industry. The chemical products of national key statistics are all distributed, forming seven major categories of refining, chemical fertilizers, inorganic chemicals, organic chemicals, rubber processing, fine chemicals, and synthetic materials. In the “sector” industrial system, the output of key chemical products ranks among the top in the country. However, with rapid development over the years, it has also accumulated some problems such as "small, scattered, chaotic, poor", "old, rough, bulky, heavy".

  While eliminating outdated production capacity, Shandong has also identified 346 companies as a "booming group" of chemical companies, and issued a list of 51 high-quality chemical investment projects with high technological content, good market prospects, and extension of the industrial chain.
