It's cold, can I get low temperature allowance?

  The low temperature allowance corresponds to the high temperature allowance, which is also an allowance in a special working environment.

However, compared with the gradual implementation of high temperature allowances, low temperature allowances have generally been shelved.

  Last year, the Shanghai Federation of Trade Unions conducted an online survey on the establishment of a low-temperature allowance system, involving more than 7,000 employees.

Data shows that 84% of the interviewed employees have never heard of low temperature allowance.

  It is understood that the implementation policy of low temperature allowance is not perfect, and it was only mentioned incidentally in the "Minimum Wage Regulations" implemented in March 2004 at the national level.

It pointed out that in the case of workers providing normal labor, the wages that the employer should pay to the workers should not be lower after excluding allowances under special working environments and conditions such as mid-shift, night shift, high temperature, low temperature, underground, and poisonous and harmful conditions.   However, except for Inner Mongolia, none of the above-mentioned provinces has detailed regulations on the conditions and amount of low-temperature allowances.

In 2013, Inner Mongolia formulated the high-temperature and high-cold post allowance payment standard for outdoor operations in high-temperature and cold weather.

According to the standard, enterprises, institutions, individual economic organizations and other employers in the administrative area of ​​the autonomous region arrange for workers to work outdoors for 4 hours (including 4 hours) continuously in the cold weather below -25℃ (including -25℃). Experts: Different standards can be formulated according to different types of work

Therefore, most of the time, the low-temperature allowance becomes a frozen flower on the window, which looks beautiful, but it is difficult to really land.
