The scope of the insurance and the objects of the insurance shall be unified, the work-related injury insurance rate policy and payment standards, the work-related injury identification and work ability assessment methods, the work-related injury insurance payment standards, and the work-related injury insurance handling process and information system shall be unified.

In terms of fund management, the implementation of unified income and expenditure at the city (state) level, and the establishment of adjustment funds at the provincial level, which are used to adjust and solve the expenditure gap of the work injury insurance fund at the city (state) and provincial level.

  Hunan has established a uniform and variable work injury insurance rate policy across the province.

The province's work-related injury insurance industry benchmark rates for the first to eight industries are implemented at 0.6%, 0.9%, 1.2%, 1.4%, 1.7%, 2.1%, 2.4%, and 2.6% respectively.

The amount of work-related injury insurance premium paid by the employer is the product of the total wages of the employees of the unit multiplied by the premium rate of the unit.

Engineering construction projects will be implemented at 1.8‰ of the total cost of the project contract according to the benchmark rate of the project’s participation in industrial injury insurance.

On the basis of a uniform rate, each city (state) can float the work injury insurance premium rate according to the cumulative balance of the work injury insurance fund, the income and expenditure of work injury insurance premiums, the incidence of work injury, and the degree of occupational disease hazards.

  As of the end of November, the number of people participating in industrial injury insurance in Hunan Province was 8.194 million, and the accumulated fund balance was 8.751 billion yuan.

According to calculations, without considering the influence of policy factors such as burden reduction and fee reduction and social insurance premium reduction and exemption during the epidemic, the adoption of the province’s industrial injury insurance industry benchmark rates for categories 1 to 8 can ensure the benchmark rate for most cities (prefectures). Compared with the current rate standard, the rate is significantly reduced, which effectively reduces the burden on employers and enterprises, and can maintain a slight balance of the work injury insurance fund to ensure the safe operation of most cities (states) work injury insurance funds.
