New Minister of Land, Infrastructure and Transport Byun Chang-heum said he will announce a plan to provide adequate affordable and high-quality housing in the city center to relieve the anxiety in the housing market early next year.

Minister Byun said today (29th) through an online inauguration ceremony at the Ministry of Land, Infrastructure and Transport of the Government Complex Sejong, "In order to overcome the unrest in the housing market and restore the public's trust, we need to provide customized housing where the people want it and at the desired level at a speed." Said this.

The plan to expand the supply of urban housing, which Minister Byeon will announce, is expected to be a high-density development plan for areas such as metropolitan areas, semi-industrial areas, and low-charge residential areas.

Instead of giving these areas unconventional incentives such as floor area ratio or deregulation of urban planning, it is a way to secure public leases through public development and recover the development profits.

Minister Byeon said, "There is a view that it is difficult to supply any more housing in downtown Seoul, but if you effectively utilize the low-density subway station area, semi-industrial areas, and low-rise residential areas that have been developed in downtown Seoul, sufficient housing can be supplied in downtown Seoul." Said.

He said, “We need to pay attention to improving the quality of existing housing while promoting the existing housing supply plan, such as housing supply in the 3rd new city and Seoul area without a hitch.” “The housing policy is not only satisfied with increasing supply, but within the city center. "Affordable housing, the focus should be on providing enough housing to live."

He continued, "If we drastically ease urban planning and construction regulations and apply a business execution model developed by public developers in cooperation with residents and private entities, we will be able to supply any number of affordable and high-quality housing."

Minister Byeon said, "The housing that will be supplied in the future should enrich the ecosystem of the housing market by mixing a variety of public and private rental, private and private rental, and public private housing."

Minister Byeon pledged to come up with innovative supply plans and measures to block side effects that may occur during the development process.

He said, "By establishing a system that blocks excessive speculative demand and shares development profits, we quickly launched the Real Estate Transaction Analysis Institute and cooperated with the National Tax Service to ensure that supply returns to end-users and to eradicate illegal activities that confuse the market. We will strengthen on-site inspection and enforcement.”

In order to resolve the cheonsei crisis, Minister Byun added that previously announced supply measures, such as supplying public jeonse-type housing and pre-subscription to the 3rd new town, will also be implemented without shaking.

In addition, Secretary Byeon again apologized for his inappropriate past remarks that were controversial during the personnel hearing process.

He said, "I take the reprimand for hurting the people's hearts for my unthinking remarks in the past, and I am sorry to borrow this position once more."

He added, "I sincerely apologize to all those who have been hurt by my comments, and as promised in the personnel hearing, I will reflect deeper and act heavier as a public official in the future."

Along with this, Minister Byeon emphasized the importance of balanced national land development and said, "In the future, various ways of coexisting with the metropolitan area where business feasibility is insufficient and the metropolitan area where development profits are generated, such as implementing a package of projects in the metropolitan and non-metropolitan areas, or introducing cross-preservation methods. I will also look for it," he said.

Minister Byeon has announced plans to focus on the Korean New Deal.

He said, "We will do our best to build a foundation for expanding hydrogen and electric vehicles, while expanding the smart city leading model so that smart innovation services can be implemented throughout the city, and expanding investment in railroads to realize a low-carbon society." .

In addition, in order to respond to the climate crisis, Minister Byun added that smart green industrial complexes, hydrogen cities, and energy conversion of cities and buildings should also be actively promoted.
