The government is urgently transfusing a total of KRW 9.3 trillion worth of funds to the underprivileged, such as small businessmen and special type workers (special high schools), who have been damaged by the third spread of Corona 19.



We pay 1 million to 3 million won in cash to small business owners whose sales have declined due to the increase in social distancing intensity, and 500,000 to 1 million won to the underprivileged, such as special high school and freelancers.



We also present emergency employment support measures for winter sports facilities, accommodation facilities, and workers and unemployed persons who have been damaged by strengthening quarantine during the year-end and New Year holidays.



The government held a meeting of the Emergency Economy Central Countermeasure Headquarters at the Seoul Government Complex on the 29th, presided by Deputy Prime Minister Hong Nam-ki and Minister of Strategy and Finance, and announced customized damage support measures in response to the third spread of Corona 19, including these details.



It is a measure to invest 9,3 trillion won in total 5.8 million people.



This is a scale that has increased the amount of '3 trillion won + α', which was previously announced, to about three times.



Funds are provided from KRW 3.4 trillion already reflected in the next year's budget, KRW 600 billion in the execution balance carried over this year, KRW 500 billion in fund change, and KRW 4.8 trillion in reserve for next year.



The damage countermeasures consist of ▲5 trillion KRW for emergency damage support for small business owners and the vulnerable to employment ▲ KRW 800 billion for strengthening Corona 19 quarantine ▲ KRW 2,900 billion for customized support packages.



The key is the support fund, which is a support for 2.8 million small business owners who suffered from social distancing.



A total of KRW 4.1 trillion is invested in this part alone.



This is 1.4 trillion won more than the 2.7 trillion won new fund for small businesses executed on Chuseok.



We give 1 million won to small business owners with annual sales of 400 million won or less, which decreased sales.



We give 3 million won to the prohibited industry and 2 million won to the restricted industry.



Compared to the 2nd Disaster Support Fund, businesses that are prohibited or restricted from collectively receive 500,000 to 1 million won more.



We provide financial support of KRW 1 trillion in low interest rates of 1.9% per year for the prohibited industries, and KRW 3 trillion in interest rates in the range of 2-4% for restricted industries.



As a method of indirect support for small business owners, the tax deduction rate for'good renters' who have a total income of less than 100 million won is raised from 50% to 70%.



Income stabilization fund of 500 billion won is provided to 700,000 special high school and freelancers.



Existing beneficiaries pay 500,000 won and new recipients pay 1 million won.



The customized support package contains a plan of giving 500,000 won each to 90,000 visiting and caring service workers and 80,000 corporate taxi drivers, which were excluded from the existing support program.



Winter sports facilities such as ski resorts (restaurants, convenience stores, and sports goods stores within the facility) that are prohibited or restricted due to strengthened quarantine measures during the year-end and New Year are considered as a group prohibited business, and decided to support 3 million won for small business owners.



The 48,000 small lodging facilities that missed the peak season at the end of the year and the beginning of the year were considered as restricted facilities and decided to pay 2 million won each as a supporting fund.



The support period for unpaid leave allowance for special support industries such as the travel industry is extended for a limited time by 90 days from 180 days to 270 days.



In this case, you can receive a total of 1.5 million won each 500,000 won for 3 months.



In order to change jobs and re-employment for middle and elderly people, a special training allowance of 300,000 won has been newly established.



The requirements for emergency welfare support will be eased by the first quarter of next year, and the burden of expenses for caring families will be eased.



In addition, the government will additionally invest KRW 800 billion to strengthen the prevention of Corona 19.



In order to block the influx of mutant coronavirus from the UK, temporary living facilities for foreign immigrants are operated, and 152 temporary screening tests are installed separately to conduct anonymous tests for the general public.



We urgently dispatch 1,000 private medical staff to areas infected with coronavirus and compensate for losses to medical institutions that provided hospital beds.



The government is scheduled to start paying major cash aid projects from the 11th after a state council meeting on January 5th.
