The existing credit measures will be regulated in an orderly manner in three levels in accordance with the "Guiding Opinions."

Some local government departments have introduced themselves in the process of social governance, and have no basis for policy documents of the Party Central Committee and the State Council, and legislative bodies without legislative power to complete the legislative procedures.
