  Question 1: Is the supply of natural gas guaranteed during this heating season?

  Answer: Since the official heating on November 15th, the national average daily gas supply has exceeded 1.1 billion cubic meters, a year-on-year increase of about 10%.

As all parties increase supply guarantees, supply and demand are currently in overall balance.

However, this year is a cold winter, and there is still a possibility of tight supply in some regions and certain periods. We must pay close attention to the impact of uncertain factors such as continued large-scale extreme cold weather.

  In general, the current basis for ensuring safe and stable gas supply is relatively good.

  First, domestic production is stable.

From January to November this year, domestic production of natural gas was 170.2 billion cubic meters, an increase of 9.3% over the same period last year. It is expected that domestic gas production this year will increase by more than 10 billion cubic meters for four consecutive years, laying a solid foundation for stable gas supply.

  Second, the imported resources are guaranteed.

The middle section of the Sino-Russian Eastern Route is completed and put into production, and new imported resources can be added in the future.

Related companies have recently increased the import of liquefied natural gas (LNG), which is conducive to ensuring the supply of gas during peak periods.

  The third is to strictly sign contracts and fulfill contracts.

This year, all regions have signed annual and heating season contracts with the three major oil and gas companies as early as possible.

We urge relevant parties to earnestly perform the contract to ensure the overall stability of the supply and demand relationship.

  The fourth is to strengthen key gas guarantees.

All localities must ensure sufficient and stable supply of gas for residents.

Continue to include gas buses and taxis into the scope of people's livelihood gas to ensure that the supply is not in place.

Focus on ensuring the heating and energy supply of key places such as schools and hospitals in the north.

  The fifth is to strengthen the supply of clean heating in key areas in the north.

Coordinate with the three major oil and gas companies to tilt their newly-added natural gas resources to the seven provinces and cities of Beijing, Tianjin, Hebei, Shanxi, Shandong, Henan and Shaanxi.

This year’s new renovation of the "coal-to-gas" project that does not have safe and stable ventilation conditions, if it has not undergone a year of actual use and inspection, it is strictly forbidden to dismantle the original heating facilities to ensure that there is no problem in heating the people.

  Sixth, the gas storage capacity has been significantly enhanced.

This year’s heating season, the National Pipe Network Group, PetroChina, and Sinopec’s underground gas storage have 4 billion cubic meters of available gas storage more than last year. Local governments and urban gas companies have also established a number of reserves to ensure peak supply and cope with extremes. The situation provides favorable conditions.

  Seventh, the pipeline network is effectively connected.

This year, gas transmission capacity has been further increased to the Beijing-Tianjin-Hebei and other regions through the interconnection of pipeline networks. In particular, the southern pipeline network is fully connected to the northern pipeline network. If necessary, the "south-to-north" can be organized immediately to ensure gas demand in key areas.

  The eighth is to do a good job of emergency protection plan.

Organize localities and relevant enterprises to dynamically update the list of users with a total of 300 million cubic meters per day that can be interrupted for industrial peak shaving, and make preparations for use to ensure the gas needs of the people.

  Nine is to ensure the safety of gas supply.

  Ten is to give full play to the coordination and dispatching role of the National Pipeline Network Group.

With the effective connection and unified scheduling of major pipeline network facilities, various gas supply companies have formed a joint force to ensure supply and are capable of ensuring the supply of natural gas this winter and next spring.

  Question 2: Are heating resources sufficient during peak gas consumption?

  Answer: After entering the peak period of gas consumption, we must make every effort to guarantee the supply.

  First, the three major oil and gas companies must promote domestic gas fields to increase production as much as possible while ensuring safety, and orderly increase the supply of imported resources.

The National Pipe Network Group must balance the air inlet and outlet of the pipe network facilities.

  Second, the three major oil and gas companies must further increase the level of natural gas reserves and reserve adequate peak shaving resources for the three to nine days.

At present, the remaining available gas storage resources of underground gas storage are around 90 days, which can better meet the needs of peak shaving during peak periods.

At the same time, make overall use of the storage tanks of each natural gas receiving station, and prepare for peak shaving to ensure supply.

  Third, make emergency plans and prepare for the orderly use of the three major oil and gas companies and local users that can interrupt industrial peak shaving.

It is necessary to reduce the pressure and reduction of peak-shaving users' gas consumption as much as possible, and to ensure stable and orderly pressure reduction to ensure safe and stable gas supply.

  Question 3: Will the price increase of LNG affect residential heating?

  Answer: Since late November, international and domestic LNG prices have risen rapidly due to various reasons.

First, the temperature dropped rapidly after the beginning of winter this year. The temperature in Northeast Asia was generally low, and the gas consumption growth exceeded expectations. Second, the Qatar T4 production line and other LNG projects were shut down due to failures, which had a certain impact on the short-term supply of the Northeast Asian market. The impact of rising oil prices.

In addition, the low base of LNG prices in the warm winter last year was also a factor.

  At present, Chinese companies have basically locked in natural gas supply resources this winter. The increase in LNG spot prices in Northeast Asia will only affect a small amount of additional purchases, and price fluctuations will only affect the increase in gas supply outside the contract.

Residents and people's livelihoods are within the scope of the signed contract, and the price policy is strictly implemented, so it will not be affected.

  In the next step, we will closely monitor the LNG price trend, organize enterprises to increase resource supply and maintain a relatively balanced market supply and demand.

For residential gas consumption, both volume and price must be insured, and the price of the benchmark gate station does not rise; for schools, hospitals, public transportation and other people’s livelihoods, the “quantity and stable price” shall not exceed 20% of the benchmark gate price. , To ensure sufficient gas consumption for people’s livelihood and stable prices.

At the same time, it is necessary to strengthen price supervision, and find out and investigate and deal with violations of illegal price increases and collusion to drive up prices.

  Question 4: Is coal used for heating in Northeast China guaranteed?

  Answer: The three northeastern provinces are the key areas for coal supply during the heating season.

Prior to the start of the heating season, the coal source has been basically implemented, and the current supply is sufficient.

At present, 145 million tons of coal are stored in power plants nationwide, which can be used for an average of 21 days.

The power plants in the three northeastern provinces have 16 million tons of coal stored, and the available days are more than 20 days, and in Heilongjiang Province more than 30 days.

  First, we must make every effort to organize domestic production to increase, and urge major coal-producing provinces such as Shanxi, Shaanxi and Inner Mongolia to organize scientifically and work hard to increase production under the premise of ensuring safety.

  Second, we must implement coal sources through multiple channels, and urge power generation and heating companies in the three northeast provinces to increase purchases of water coal and Mengxi coal.

Instruct relevant central enterprises to strengthen the adjustment of internal power coal resources, and give priority to ensuring the coal needs of the Northeast.

  Third, increase coal imports in an orderly manner and give full play to the adjustment and supplementary role of imported coal.

  Fourth, increase coal storage capacity, support the construction of coal storage bases in Northeast China through central budgetary funds, and increase static coal storage capacity by nearly 4 million tons.

Support the establishment of an adjustable inventory of 450,000 tons in Heilongjiang, and a rolling supply of about 2 million tons during the heating season.

  Fifth, before the end of the heating season, under the premise of ensuring the safety of the power grid and the consumption of clean energy, the electricity output in the Northeast will be determined in strict accordance with the principle of "using heat to determine electricity" to reduce the consumption of electricity and coal.

  Sixth, urge Mengdong Coal Mine to strictly implement medium and long-term coal contracts, stabilize the basic coal supply in Northeast China, and ensure coal supply for people's livelihood.
