  It is understood that the "Plan" formulated by the All-China Federation of Trade Unions in 2016 has formulated four goals, including a significant increase in the level of organization of migrant workers, full protection of their legal rights and interests, continuous improvement of their quality level, and orderly advancement of citizenship.

As of November 2020, the goals and tasks of the "Plan" have been basically completed, and new progress has been made in the work of union migrant workers.

  In the past five years, the proportion of migrant workers in the selection of model workers has gradually increased. Among them, the proportion of candidates for the National May 1st Labor Medal has increased from 10.8% in 2016 to 15% in 2019.

The number of part-time vice chairpersons of migrant workers in the ACFTU and trade unions at all levels has continued to increase.

  In the past five years, trade unions at all levels have continuously expanded the effective coverage of migrant workers by unions by promoting the establishment of associations in non-public enterprises and organizing labor dispatch workers to join associations.

The rate of signing labor contracts and the number of participants in social insurance for migrant workers has increased significantly, and the rate of participation in work injury insurance for newly-started construction projects nationwide has reached 99%.

The average monthly income of migrant workers has increased steadily, and solving the problem of wage arrears of migrant workers has gradually been brought into the track of rule of law and institutionalization. Trade unions at all levels have cooperated with relevant departments to recover 53.251 billion yuan in wages arrears for 5.0986 million migrant workers.

Carry out collective consultations in high-risk industries where migrant workers are relatively concentrated, and promote the signing of special collective contracts for labor safety and health.

  In addition, the ACFTU also organized and implemented the central special lottery public welfare fund legal aid project. In the past five years, it handled 14,700 legal aid cases, assisted 25,000 migrant workers and other five types of workers, and recovered 740 million yuan in economic losses for employees.

  The ACFTU and the Ministry of Education jointly launched an action plan to improve the academic qualifications and abilities of migrant workers-the "Learning to Realize Dream Action", and funded more than 300,000 migrant workers each year to receive continuing education for their academic qualifications for five years.

After the outbreak of the new crown pneumonia epidemic in 2020, the All-China Federation of Trade Unions promptly opened the national trade union employment service online platform. As of September 2020, it has provided more than 1.2 million online jobs for job seekers.

  Regarding the warmth of the "Two Festivals", in the past five years, trade unions at all levels have raised a total of 18.047 billion yuan in condolences, visited 23,382,300 front-line workers, employees in need, and migrant workers; raised 2.893 billion yuan in funding for children’s education, which was difficult to fund. There were 1.3014 million children of employees and migrant workers in difficulties; a total of 13.184 million migrant workers returned home safely, and more than 500 million yuan in subsidies for migrant workers to return home.
