New rules for community group buying have been released!

The State Administration of Market Supervision and the Ministry of Commerce held an administrative guidance meeting on regulating the order of community group buying on the 22nd. Six Internet platform companies including Ali, Tencent, JD.com, Meituan, Pinduoduo, and Didi participated.

In order to strictly regulate community group buying operations, the meeting required Internet platform companies to strictly abide by the "nine must not": First, they must not abuse their independent pricing power through low-price dumping, price collusion, price bidding, and price fraud.

The second is not to illegally reach or implement any form of monopoly agreement such as fixing prices, restricting the production or sales of commodities, or dividing the market.

The third is not to conduct predatory pricing, refusal to deal, tying and other behaviors that abuse market dominance without justified reasons.

Fourth, it is prohibited to illegally implement concentration of undertakings, eliminate or restrict competition.

Fifth, it is forbidden to engage in unfair competition behaviors such as commercial confusion, false propaganda, and commercial slander, which endanger the fair competition market environment.

Sixth, it is not allowed to use the advantages of data to "kill familiarity" and harm the legitimate rights and interests of consumers.

Seventh, technological means must not be used to damage the order of competition and hinder the normal operation of other market entities.

Eighth, it is prohibited to illegally collect and use consumer personal information, which may bring potential safety hazards to consumers.

Ninth, it is prohibited to sell counterfeit and shoddy goods, which endanger a safe and secure consumer environment.
