  The meeting emphasized that Internet platform companies must strictly regulate community group buying operations and strictly abide by the "nine prohibitions":

  One is not to abuse the power of independent pricing through low-price dumping, price collusion, price bidding, and price fraud.

Except for the disposal of fresh and live commodities, seasonal commodities, and overstocked commodities in accordance with the law, it is strictly forbidden to dump commodities at prices below cost for the purpose of crowding out competitors or monopolizing the market.

  The second is not to illegally reach or implement any form of monopoly agreement such as fixing prices, restricting the production or sales of commodities, or dividing the market.

  The third is not to conduct predatory pricing, refusal to deal, tying and other behaviors that abuse market dominance without justified reasons.

  Fourth, it is prohibited to illegally implement concentration of undertakings, eliminate or restrict competition.

Where the concentration of undertakings meets the reporting standards prescribed by the State Council, they shall be notified in advance, and the concentration shall not be implemented if they fail to declare.

  Fifth, it is forbidden to engage in unfair competition behaviors such as commercial confusion, false propaganda, and commercial slander, which endanger the fair competition market environment.

It is strictly forbidden to fabricate or disseminate false information or conduct misleading commercial propaganda, damage competitors' business reputation and product reputation, and deceive or mislead consumers.

  Sixth, it is not allowed to use the advantages of data to "kill familiarity" and harm the legitimate rights and interests of consumers.

  Seventh, technological means must not be used to damage the order of competition and hinder the normal operation of other market entities.

Do not use service agreements, transaction rules, technology and other means to impose unreasonable restrictions or impose unreasonable conditions on the transactions of operators on the platform, transaction prices, and transactions with other operators, or charge the operators on the platform Unreasonable expenses.

  It is reported that six Internet platform companies including Alibaba, Tencent, JD, Meituan, Pinduoduo, and Didi participated in the administrative guidance meeting.
