Since the beginning of this year, "Benefiting People Insurance" has been promoted online in more than 20 provinces across the country, and the number of people participating in the insurance has rapidly exceeded 20 million.

In this regard, experts reminded that before applying for insurance, it is necessary to understand the specific requirements of Huiminbao in terms of past illnesses, deductibles, and scope of claims.

The premium is only tens of yuan, which is equivalent to a cup of milk tea, and the insured amount is as high as one million yuan, regardless of age, occupation, and health status. It can be purchased with mobile phones and government support...almost overnight "Huimin Insurance" swept the country and blossomed everywhere, becoming the hottest health insurance this year.

Take Beijing as an example. As a supplementary medical insurance product, the number of participants in "Jinghuibao" exceeded 500,000 in one week after it went online.

So, who can buy and is suitable to buy "Beiminbao"?

What guarantee can it provide?

The unit has already purchased supplementary medical insurance, do I still need to participate in the "Human Insurance"?

Is "Huiminbao" easy to settle claims?

In response to these issues that people are concerned about, a reporter from the Workers’ Daily interviewed relevant experts to answer questions.

"One city, one policy" is the mainstream

In 2015, Shenzhen launched the country's first "Human Insurance" product-supplementary medical insurance for major diseases.

The insurance adopts a government-led, commercial insurance underwriting, voluntary insurance, and multi-channel financing model. The insurance company is responsible for its own profits and losses, guaranteed meager profits, and the profit rate is controlled within 5%.

"Huiminbao" is known as inclusive supplementary medical insurance for major diseases. As the main supplementary protection for the self-paid part of medical insurance reimbursement, it can fill the gap in the transition zone between medical insurance and commercial health insurance.

Recently, the China Banking and Insurance Regulatory Commission issued the "Notice on Regulating the Urban Customized Commercial Medical Insurance Business of Insurance Companies (Draft for Solicitation of Comments)", which for the first time defines the "Benefiting People Insurance" business as an urban customized commercial medical insurance business.

In March this year, the "Opinions on Deepening the Reform of the Medical Security System" issued by the Central Committee of the Communist Party of China and the State Council proposed to establish a medical security system with basic medical insurance as the main body and medical assistance as a base, supplementing the joint development of medical insurance and commercial insurance.

Since then, as an important measure in building a multi-level medical insurance system, "Benefiting People Insurance" has rapidly blossomed in many places.

"'Huiminbao' is a good thing for the citizens. It has a significant effect on reducing the economic burden caused by very serious diseases. It is an effective mechanism to prevent poverty and return to poverty due to illness." Chinese Academy of Social Sciences Zheng Bingwen, director of the World Social Security Research Center, introduced.

The China Insurance and Social Security Research Center of Fudan University released the "Application of Inclusive Insurance in Health Management——Based on the In-depth Analysis of Huiminbao", which shows that as of November 5 this year, 69 types of "huiminbao" products have been launched. , The total number of insured persons exceeds 20 million, and the cumulative premium exceeds 1 billion yuan.

From the perspective of the overall planning method of "benefiting the people," the "one city, one policy" with the city as the unit is still the mainstream.

On September 1 this year, Guangxi took the lead in launching the provincial inclusive supplementary medical insurance "Huiguibao".

Hubei, Fujian and other places also launched "Human Insurance" products covering the whole province.

At the same time, there are still some places that allow consumers to use the balance of their personal medical insurance accounts to pay for "Beiminbao" premiums.

For example, Suzhou City stipulates that insured persons can directly use the medical insurance personal account to purchase "Suhui Insurance".

Unlimited medical history, low entry barrier

Zhou Yan, 37, a Shenzhen citizen, was diagnosed with lung adenocarcinoma in 2014.

Unlike the one-million-yuan medical insurance, Shenzhen Critical Illness Insurance has no restrictions on previous illnesses. At that time, the premium was only 29 yuan, and its claims greatly reduced Zhou Yan's financial burden.

"Now I also encourage people around me to buy this insurance. It's only 30 yuan, which is the money for a drink." Zhou Yan said.

A reporter from the Workers’ Daily found that the premiums of most Huiminbao products were less than 100 yuan, and that for Guangzhou Huiminbao, which had an insured amount of one million yuan, only 49 yuan.

In addition to prices that are close to the people, the threshold for participation in the "Huiminbao" is not high.

Take Shenzhen Critical Illness Insurance as an example. As long as citizens who participate in the medical insurance and pay the fee can participate in the insurance, there are no age and disease restrictions.

"In recent years, the price of million-yuan medical insurance, which has developed rapidly in recent years, is not high, but requires higher health status of the insured." Wang Guojun, a professor at the School of Insurance of the University of International Business and Economics, believes that "Benefiting People's Insurance" does not limit age, Regardless of occupation and past medical history, it provides medical insurance outside of social security for those who cannot purchase traditional commercial health insurance.

From the perspective of protection benefits, the scope of "Benefiting People's Insurance" coverage varies from place to place, but it basically covers hospitalization medical expenses and specific drug expenses in the medical insurance catalog.

Taking Shenzhen Critical Illness Insurance as an example, the medical expenses incurred by the insured during hospitalization are within the scope of the medical insurance catalog, and if the self-paid part exceeds 10,000 yuan, 70% of the exceeding part can be reimbursed; the insured person is used for serious and serious diseases 70% of the cost of drugs in the "Shenzhen City Supplementary Medical Insurance Drug Catalog for Major Diseases" can be reimbursed for 70%, up to a maximum of RMB 150,000.

Speaking of why he bought "Jinghuibao", Huang Zhu, a 28-year-old Beijing citizen, said: "The most important thing is to have government endorsement."

The degree of government support has a great impact on consumers' enthusiasm and trust in insurance.

According to Wang Wan, an associate professor at the School of Insurance of the University of International Business and Economics, over 70% of the “Human Insurance” products involve government or industry organizations and public welfare funds.

According to Wang Xiangnan, deputy director of the Insurance and Economic Development Research Center of the Chinese Academy of Social Sciences, the government's support is not "endorsement": "Because the government has not given clear funding or institutional commitments for the most important financial issues."

More beneficial to severely ill patients

"When purchasing'Beimin Insurance', you should pay attention to whether your own risks are consistent with the insurance coverage." Wang Guojun, a professor at the School of Insurance of the University of International Business and Economics, reminded that you must understand its previous illnesses, deductibles, and scope of claims before applying for insurance. Requirements.

For people whose units have already purchased supplementary medical insurance for them, professionals believe that there is no need to repeatedly purchase "Human Insurance".

At present, "Beiminbao" in many places allows people to participate in insurance, but some places have also set thresholds for previous illnesses.

For example, Guangzhou Huiminbao stipulates that patients suffering from 5 types of major diseases such as malignant tumors, renal insufficiency, and cerebrovascular diseases before the effective date of the insurance will not be compensated for hospitalization expenses caused by the diseases or complications.

In addition, policyholders should also pay attention to the deductible standard.

The so-called deductible refers to the amount that belongs to the scope of protection responsibility, and the insurance company does not reimburse the amount that the insured needs to bear.

In other words, only if the self-paid money exceeds the deductible after medical insurance reimbursement, the excess can be paid.

Wang Wan introduced that the deductible of "Human Insurance" products in many places is 20,000 yuan, and some products are 15,000 yuan. Insured persons really reach the deductible, and there are not many cases in which they receive compensation, especially large compensation.

“Because it is a secondary reimbursement within the scope of medical insurance, the deductible is not low, in fact, the amount of out-of-pocket expenses is not too much, so the'huiminbao' is more conducive to critically ill patients.” Mingya Insurance broker Li Chunmei said.

"Compared with the amount of claims, I am more worried about sustainability." Ms. Chao from Jiaxing City, Zhejiang Province said that the "Huijiabao" launched by Jiaxing went offline soon after it went online and announced that it would not be online again.

In this regard, Wang Xiangnan analyzed that "Beiminbao" usually requires a first trial in one year and belongs to short-term medical insurance. If the compensation pressure is too high, companies can choose to increase prices, seek financial support or even withdraw from the market. "Currently, "Beiminbao" insurance rate The overall value is low, with a maximum of 30%, and the insurance conditions are relatively loose, making it easier to attract people with poor health to insure. The existing business model is likely to "make ends meet", and the future pressure of compensation is not small."

"If you want to operate steadily, the'Huiminbao' participation rate can reach 70% or more to avoid risks." Zhu Minglai, director of the Center for Health Economics and Medical Security of Nankai University, believes that the "huiminbao" only has enough insured persons. In order to be reasonably priced, can sustainability be guaranteed.
