  In response, the Ministry of Human Resources and Social Security responded at the press conference that during the "14th Five-Year Plan" period, it will promote the improvement of the treatment of skilled personnel, promote 200 million skilled workers to become a middle-income group, and accelerate the training of a large number of high-quality workers and technical skilled personnel.

Multiple measures to solve the "skilled shortage" problem

  In this regard, Zhang Lixin, director of the Department of Vocational Ability Building of the Ministry of Human Resources and Social Security, said that there are four problems in the construction of skilled talents in my country: the number of skilled talents is insufficient, and the contradiction between supply and demand is prominent; compared with management talents and professional technical talents, the treatment of skilled talents is not high. The sense of acquisition is not strong; the training cycle of skilled talents is long, the training cost is high, the mobility of personnel is large, and the motivation of enterprise training is insufficient; the social concept of emphasizing academic qualifications and neglecting skills has not fundamentally changed.

  In order to strengthen the training of innovative, application-oriented and skilled talents, my country has implemented vocational skills improvement actions since 2019, and plans to use subsidized vocational training for more than 50 million people in three years.
