China's National Development and Reform Commission responds to tight power supply in many southern regions

China News Service, Beijing, December 17th. Recently, Hunan and Jiangxi have experienced tight power supply, and orderly electricity consumption has been implemented. Zhejiang has also experienced some orderly electricity consumption.

China's National Development and Reform Commission responded on the 17th that the country's electricity demand has grown rapidly since December due to multiple factors such as sustained and stable economic recovery and low temperature weather in many places.

At present, the electricity consumption of residents in these areas has not been affected, and the country's electricity supply capacity is generally sufficient to ensure stable electricity consumption.

According to reports, the rapid growth of industrial production and the superposition of low-temperature cold currents have led to higher-than-expected growth in power demand.

In December, the demand for electricity in Hunan and Jiangxi increased rapidly, ranking first in the country.

Hunan’s electricity generation and reception in early December increased by 19.8% year-on-year, and the largest electricity load so far is 31.44 million kilowatts, which is 1.63 million kilowatts higher than the previous winter historical record; The electric load is 26.31 million kilowatts, which is 520,000 kilowatts higher than the maximum electric load in summer, a record high.

Zhejiang's electricity generation and reception in early December increased by 9.2% year-on-year, ranking among the forefront of eastern provinces.

The National Development and Reform Commission pointed out that first, the rapid recovery of industrial production drove the growth of electricity consumption.

The added value of industrial enterprises above designated size in Hunan in November increased by 7.4% year-on-year, and from January to November it increased by 4.3% year-on-year, 2 percentage points higher than the national average.

The value added of Jiangxi's industrial enterprises above designated size in November increased by 7.9% year-on-year, and from January to November increased by 4% year-on-year, which was 1.7% higher than the national average.

The added value of the industrial enterprises above designated size in Zhejiang in November increased by 11.9% year-on-year, ranking fifth in the country; from January to November, it increased by 4.8% year-on-year, more than twice the national average; from January to October, industrial profits increased by 12.1% year-on-year, achieving two Digit growth.

Second, the extreme cold weather further increased the electricity load.

Since December, affected by strong cold air, the temperature in Hunan and Jiangxi has been abnormally low.

Heating in these areas is dominated by electricity, and extreme cold weather further increases electricity consumption.

Third, the limited external power receiving capacity and unit failures increase the difficulty of ensuring power supply.

The power channel capacity outside Hunan is 6 million kilowatts, and the power channel capacity outside Jiangxi is 2.6 million kilowatts, all of which have been delivered.

Coal-fired power plants have increased the risk of failures due to long-term high-load operation. The units of Hunan Yueyang Power Plant and Baoqing Power Plant have recently failed and shut down, affecting 1.02 million kilowatts of power supply.

The National Development and Reform Commission stated that so far, the power supply has remained stable and orderly, and residents' electricity consumption has not been affected.

Facing the rapid increase in electricity demand since the beginning of winter, we have worked with relevant departments and power companies to actively take measures to effectively guarantee electricity demand.

According to reports, Hunan and Jiangxi have always been key areas for guaranteeing supply in winter due to long coal transportation distances and limited external power receiving capacity, and there may be a supply gap at peak power loads.

In response to the recent power supply gaps, the Hunan and Jiangxi government departments have adopted orderly power consumption measures to reduce the power consumption of industrial and commercial enterprises in accordance with the plan, and the electricity consumption of residents has not been affected, ensuring the order of power consumption and the smooth operation of electricity.

Zhejiang’s current power supply can guarantee the province’s power demand, and there is no shortage of power supply. In order to promote energy conservation and emission reduction, some places have adopted measures to limit power consumption.

The National Development and Reform Commission stated that in the next step, it will continue to guide localities and power companies to ensure power supply, improve power generation capacity, optimize operation methods, increase power coal supply through multiple channels, coordinate and solve power coal transportation capacity in a timely manner, and effectively guarantee power demand.

For some areas that do have short-term power supply gaps, scientific and reasonable dispatching shall be carried out to ensure that the electricity consumption of residents is not affected.
