At the CAAC press conference held on the 16th, Yang Zhenmei, deputy director of the Aircraft Airworthiness Certification Department of the CAAC, said that the CAAC actively supports the airworthiness certification of domestically-made aircraft.
"In terms of specific projects, the ARJ21-700 aircraft has been delivered to 8 domestic users and a total of 41 aircraft. The annual delivery volume has increased from 1 aircraft in 2015 and 2016 to 2 aircraft in 2017 and 6 aircraft in 2018. With 12 aircraft in 2019 and 19 aircraft this year, it can be clearly seen that the ARJ21-700 aircraft has entered the stage of accelerated delivery and large-scale operation."
Yang Zhenmei said that in order to adapt to the new stage and new situation of the development of domestic civil aircraft, the Civil Aviation Administration has mainly adopted the following measures:
One is to strengthen the quality management of domestically-made civil aircraft.
The Civil Aviation Administration and the East China Administration of Civil Aviation, which is responsible for production supervision, strengthen supervision resources, strengthen system management according to the characteristics of batch production operation, and implement the main responsibility of manufacturers. Regarding the C919 model certification work, Yang Zhenmei introduced that this year has completed a number of major special tests such as crosswind special ground test, high temperature and high humidity special flight test, high temperature special flight test, flutter/aero-servo elasticity (ASE) special flight test, etc. At present, the project has entered the stage of flight test approval by the bureau.
The Civil Aviation Administration of China will continue to rationally allocate certification resources based on the progress of the project and the certification plan of COMAC, carry out type certification certification, and provide support for the C919 project.

Regarding the CR929 project, Yang Zhenmei said that the application for type certificate has not yet been submitted for this model.
However, in accordance with the needs of the industrial departments of both parties, the Civil Aviation Administration and the Russian Federal Air Transport Agency (FATA) have cooperated in research on the future airworthiness certification of CR929 aircraft, and have made preparations for the certification.
