The project must be declared as a consortium. The consortium adopts a combination of industry, university, research and medical treatment, and encourages medical and health institutions, telecommunications companies (above the city level), equipment manufacturers, software companies, and medical device companies to participate and take the lead There is 1 unit and no more than 8 joint units.

The lead unit is responsible for the internal management and implementation of the application pilot project, and the participating units cooperate to complete the pilot project tasks in accordance with the division of labor and provide effective support.

  The notice clearly stated that the selection methods for the pilot projects include formal review and expert review, comprehensively considering the implementation plans of each applying unit, project benefits, and project team conditions, and select the best to determine and announce the list of shortlisted pilot projects. The shortlisted units organize the implementation of pilot projects in accordance with the requirements of the declaration form, and the construction period shall not exceed two years in principle. During this period, industry experts will be organized to carry out periodic assessments, continue to track the progress of the pilot project, and monitor the effectiveness of project application. After the applicant unit completes the tasks of the pilot project, it may apply for acceptance evaluation.
