With the third corona19 epidemic, starting with the metropolitan area, the second step of social distancing is expanding, and the discussion on the third disaster support fund is gaining momentum.

There are opinions that compensation is inevitable in any form as business restrictions are once again imposed due to Corona 19.

At 0 o'clock today (24th), the government raised social distancing in the metropolitan area to the second stage.

As a result, it is expected that small business owners and self-employed people will once again suffer from business damage.

Currently, the second stage of social distancing, which took effect in the metropolitan area and some local areas, is evaluated as a measure equivalent to the existing level of 2.5.

In the second phase, the group banned businesses are 5 industries, including hunting pot tea, emotional pub, danran pub, entertainment pub, and colatech, and 12 high-risk businesses in phase 2.5 that took effect from the end of August to mid-September (5 industries + It is narrower than singing practice range, indoor standing performance hall, indoor group exercise, direct sales promotion hall, large academy with 300 or more people, buffet, PC cafe), but from the standpoint of five groups banned business, business is banned according to government order. It seems to be demanding compensation in any form.

The part that hurts small business owners and self-employed people extensively is the restrictions on operations after 9pm.

Singing practice halls, indoor standing performance halls, door-to-door sales and direct sales promotion halls, and indoor sports facilities are closed after 9:00 pm, and restaurants are only allowed to sell packaging and delivery after this time.

Only packaging and delivery are allowed in the cafe, so you cannot be seated.

As there are many small business owners and self-employed persons who are subject to business restrictions, the decline in sales is becoming a prerequisite.

In particular, the second stage of distance is applied from the end of November to the beginning of December, where there are many year-end meetings, so among small business owners and self-employed people who operate restaurants, sighs that even the end of the year are ruined.

These difficulties naturally lead to the discussion of the third disaster support payment.

The government has provided disaster subsidies twice this year.

In May, we paid a maximum of 1 million won per household to all citizens, and from September to October, we paid up to 2 million won to small business owners, the underprivileged, and low-income people.

The discussion on the 3rd disaster subsidy has already started in the National Assembly.

The people's strength is to reflect the 3rd disaster subsidy in the next year's budget.

"Can I embarrass me that I will pass this budget on December 2nd and add the disaster subsidies in January of next year," said Kim Jong-in, chairman of the Emergency Response Committee.

Gyeonggi Governor Lee Jae-myeong is also in the same vein.

He said, "It is better to organize the 3rd disaster subsidy in advance in the current budget rather than go to January next year and organize an additional supplementary budget."

The ruling Democratic Party, which is the ruling party, is currently stepping back on the 3rd disaster support payment theory.

It is said that the time is too short to be included in the budget for next year as it takes time to design disaster support funds such as issuance of government bonds.

However, this is not a denial of the disaster support fund itself, but rather as a technical problem to reflect the disaster support fund as the current budget for next year.

The fiscal authorities are cautious.

An official from the Ministry of Economy and Finance said, "There is no immediate budget to pay for the third disaster subsidy, and there is not enough time left until the end of the year to discuss the supplementary administration again." I think it would be nice."

The Blue House was also said to be watching the National Assembly discussions.
