  Core reading

Hubei has 1061 kilometers of the Yangtze River coastline, and is the province with the longest passage of the Yangtze River. There are 83 aquatic biological protection zones in the province, and the responsibility for law enforcement and supervision is heavy.

Since January 1 this year, the Yangtze River Basin Aquatic Life Reserve has achieved a complete ban on catching.

Since this year, what are the new characteristics of illegal fishing in the Yangtze River Basin?

What are the new challenges facing law enforcement and regulatory authorities?

Not long ago, the three-level public security organs of Hubei Province, Jingzhou City, and Honghu City and the Honghu Reserve jointly launched a special inventory operation against illegally caught aquatic products.

How did the action unfold?

The reporter followed the law enforcement vessel and squatted on the largest lake in Hubei Province on the north bank of the middle reaches of the Yangtze River-Honghu...

Multi-departmental cooperation to continuously improve the anti-illegal fishing mechanism

"Will no one go to the lake tonight?"

  "Don't worry, wait and see."

The thick clouds obscured the starlight, and the lake was calm, only the rustling of wind and water could be heard.

At about 11 o'clock in the evening, several policemen were standing guard near the waters of Honghu Village, Binhu Street, Honghu City.

At about 2:30 in the morning, the sound of the engine of a fishing boat suddenly sounded, but the lake was still dark.

"It is estimated that a boat has entered the lake and the lights are not turned on. Let's stop and wait for a while." Liu Chuanwen, a policeman from Binhu Police Station, whispered.

More than an hour later, the two fishing boats on the shore were caught and caught.

The reporter saw that there were some eels, loach, small fish and shrimps in the seized fine net bag.

"Not to mention the small number of catches, this kind of fishing is very harmful to the reproduction of wild fish species in Honghu." said Lu Bo, director of the Luoshan Town Police Station. This crime tool is called a ground cage and the density of nylon mesh is very high. Commonly known as "Juhuwang", it is a fishing gear banned by the state.

“In the fishing ban area and during the fishing ban, prohibited tools have been used, which has been suspected of violating the criminal law and fishery law.” Zhu Junfeng, head of the Environmental Crime Investigation Brigade, Food and Drug Investigation Division, Public Security Department of Hubei Province According to the clues reported by the masses, the Public Security Corps of the Department of Public Security and the Law Enforcement Corps of the Provincial Department of Agriculture and Rural Affairs organized more than 50 law enforcement officers through a full-line inspection and squatting all night to crack 5 illegal fishing cases in one fell swoop.

Guo Hengjie, head of the Food and Drug Investigation Detachment of the Public Security Corps of the Public Security Department of Hubei Province, introduced that as early as 2016, Hubei established a work mechanism for linking fishery law enforcement and criminal justice.

Since the beginning of this year, the mechanism for departmental cooperation to combat illegal fishing has been further improved.

In July this year, the Hubei Provincial Public Security Department launched a three-year special campaign to crack down on it; in August this year, the Hubei Provincial Public Security Department, the Department of Agriculture and Rural Affairs, together with the transportation, market supervision and other departments, launched the first round of simultaneous inspections of illegal fishing in the Yangtze River Basin in Hubei Province Enforcement actions to curb the high incidence of illegal fishing in key waters.

According to statistics, since the launch of the special operation, Hubei Province has cracked over 500 criminal cases such as illegal fishing.

Use technology to make illegal fishing nowhere to hide

At about 20 o'clock on July 28, an illegal fisherman took advantage of the darkness to fumble towards the shore in the depths of the grass beside Wuhu Lake in Huangpi District, Wuhan.

Although it was dim at the scene, the yellow patches appeared in the infrared thermal imaging system had locked the offenders.

At 9:42 on August 5th, Wang Yang, an assistant policeman from the floating police station of the Public Security Sub-bureau of Wuhan East Lake Scenic Area, who was on duty, received a warning from the big data platform: someone was fishing illegally in a cage on the shore of the East Lake.

Wang Yang immediately reported the information to the police on duty and proceeded to check the monitoring equipment in the relevant area.

Around 9:45, the police arrived at the scene of the incident in a speedboat.

“Traditional strikes such as river inspections, on-site squatting and grasping of the current situation can no longer fully adapt to the changes in modern police affairs.” According to the relevant person in charge of the Wuhan Municipal Public Security Bureau, in recent years, the bureau has intensified the construction of video surveillance along the river. Point videos are specially organized to achieve 24-hour monitoring; at the same time, intelligent equipment such as radar and infrared monitoring are deployed in key illegal fishing waters to achieve "full control" of key elements such as people, ships, objects and hydrological information in the waters; in addition, through "electronics "Cruising system", drone high-altitude detection, infrared recognition and other technologies can timely grasp the movement of illegal fishing vessels and realize multi-dimensional risk warning.

On this basis, Wuhan Public Security has further strengthened coordination and linkage with the Municipal Agriculture and Rural Bureau and the Market Supervision Bureau to establish an information platform for combating illegal fishing crimes.

Through the platform, you can not only learn more than 20 information about fishermen, fishing boats, dining establishments, and fishing police in Wuhan, but also view the video surveillance screens of the waters of the city in real time and give early warning.

Law enforcement has been continuously increased, and special rectifications have been "zero tolerance"

In July this year, the Public Security Bureau of Shayang County, Jingmen City discovered during an investigation that a small number of local villagers secretly caught illegally in Changhu Lake, which has been completely banned at night, and their catches were sold to neighboring counties and cities.

On the evening of July 20, the local police mobilized more than 80 police officers to capture their nets and arrested 11 illegal fishers who had just come ashore. In total, they seized more than 800 catties of mullet, minnow, and silver carp, and seized more than 40 pairs of nets.

It was identified that most of the nets seized by the police were banned small-hole gillnets, which had a destructive effect on fishery resources.

"In general, the law enforcement agencies have been fighting against illegal fishing more and more in recent years." Zhu Junfeng said that he has been engaged in combating illegal fishing since 2015. At that time, illegal fishing was rampant during the closed fishing period and criminals often It is a collective operation, and illegal tools such as electric fishing tools are used in groups to fish. The amount of fish caught in each crime is very large.

In recent years, especially since this year, as efforts to combat illegal fishing continue to increase, criminal methods have also been continuously upgraded.

The use of illegal nets, ground cages and other secretly fishing, although the number is not large, but many small fish and shrimp are not spared, which is very harmful to the growth and reproduction of aquatic organisms.

Zhu Junfeng told reporters that in recent years, some new illegal fishing tools have emerged one after another, such as ultrasonic fish traps, visual fish anchors, etc. These fishing tools using modern technology have made it more convenient for illegal fishers to commit crimes and are destructive to fishery resources. Larger, it also brings greater difficulties to supervision and law enforcement.

On the other hand, with the implementation of the ban on catching and retreating, the regular fishing boats on the Yangtze River and the "three noes" vessels involved in fishing have been confiscated.

Among them, various types of "three noes" ships are subject to multi-departmental supervision, and there are problems such as heterogeneous types, wide distribution, strong concealment, and diverse operation methods, making it difficult to identify and qualitatively.

The means of committing illegal fishing crimes are constantly escalating, and law enforcement agencies at all levels are also continuously increasing law enforcement, launching multiple rounds of all-round joint law enforcement operations.

Recently, the Ministry of Public Security and the Ministry of Agriculture and Rural Affairs issued a notice to deploy a hundred-day campaign to combat illegal fishing in the Yangtze River Basin.

The notice requires that on the basis of the preliminary results of the preliminary investigation and crackdown, vigorously promote the "Yangtze River Ban Fishing 2020" No. 2 centralized crackdown, insist on a "zero tolerance" attitude to comprehensively investigate clues, dig deep into hidden cases, and thoroughly investigate related crimes , Strictly punish the behind-the-scenes organizers, profit-makers and the "protective umbrella" behind the scenes in accordance with the law, and resolutely curb illegal fishing in the Yangtze River Basin.
