Recently, Haikou has issued new regulations, clarifying that the three types of commercial housing constructed by prefabricated buildings can be rewarded for area.

  On October 28, the Haikou Municipal People’s Government issued the "Implementation Rules for Haikou City Prefabricated Building Area Award" (referred to as the "Implementation Rules"), which clarified that commercial housing projects constructed in a prefabricated manner meet the national prefabricated building certification standards. The building area of ​​the part that meets the requirements of prefabricated buildings may be calculated according to a certain proportion (not exceeding 3% of the planned above-ground building area).

  It is understood that Hainan Province issued the "Implementation Opinions of the People's Government of Hainan Province on Vigorously Developing Prefabricated Buildings" in 2017, requiring the province to vigorously develop prefabricated buildings and promote the transformation and upgrading of the construction industry through changes in construction methods.

The so-called prefabricated building refers to the transfer of a large amount of on-site work in the traditional construction method to the factory, where the building components and accessories (such as floor slabs, wall panels, stairs, balconies, etc.) are processed in the factory and transported to the building construction On-site, a building assembled and installed on-site through a reliable connection method.

  The Haikou Municipal People’s Government pointed out that since the provincial government issued the “Implementation Opinions on Vigorously Developing Prefabricated Buildings” in 2017, Haikou officially launched the prefabricated construction work in 2018, and basically completed the organizational structure and pilot demonstrations required by the Provincial Housing and Urban-Rural Development Department. , Publicity and training and other tasks.

In 2019, the Provincial Department of Housing and Urban-Rural Development issued a prefabricated construction project area of ​​2.13 million square meters in Haikou City. However, due to the lack of incentives and incentives, the completion effect was not very good.

  Data show that in 2019, Haikou has completed only 578,000 square meters of prefabricated construction projects.

  This time, in accordance with the latest provisions of the "Implementation Rules", the following three types of commercial houses built with prefabricated construction methods can receive area rewards: First, commercial houses that do not require prefabricated construction methods during the bidding, auction and listing of state-owned construction land ( Including residential buildings and public buildings) projects; the second is commercial housing projects where the bidding or bidder voluntarily adopts the prefabricated construction plan when bidding or bidding; the third is the development and construction unit applying for prefabricated construction after obtaining the right to use state-owned construction land Way to build a commercial housing project.

  According to regulations, if a commercial housing project built in a prefabricated manner meets the national prefabricated building certification standards, the building area of ​​the part that meets the requirements of prefabricated buildings can be excluded from the volume in a certain proportion (not exceeding 3% of the planned above-ground building area) Rate accounting.

At the same time, if the function of rewarding building area is residential, it will not be included in the pre-sale scope.

The term and initial period of the land use right shall remain unchanged as agreed in the original land use right assignment contract.

  According to the "Implementation Rules", the construction of prefabricated buildings on self-owned land, personal land, village collective construction land or reserved land is not within the scope of the award.

  The "Implementation Regulations" clarified that if the construction unit fails to implement the prefabricated buildings as required, the relevant departments of Haikou City will cancel the corresponding preferential policies, and the government will take back the building area equivalent to the reward area for talent housing, affordable housing and Other public welfare houses shall be punished in accordance with relevant regulations.

The breach of contract by the construction unit shall be recorded in the corporate integrity file.
