The customs supervised the tax-free shopping on outlying islands totaling 10.85 billion yuan, a year-on-year increase of 218.2%.

  In order to maintain the normal market economic order, the customs has "zero tolerance" against the phenomenon of using tax exemption policies to seek arbitrage, and has taken effective measures to combat violations of laws and regulations, and achieved initial results.

Up to now, the customs anti-smuggling department has carried out six rounds of special crackdowns, imposing penalties and prosecuting those who have been found to violate laws and regulations in accordance with the law.

Since the implementation of the new tax exemption policy on outlying islands until October 19, a total of 222 passengers who violate the regulations have been punished for the qualifications of "no purchase of outlying island duty-free goods within three years".

  The General Administration of Customs stated that in the future, it will further strengthen the application of big data, improve the effectiveness of risk prevention and control, strengthen the summary and analysis of relevant regulatory data, and actively build a big data model based on the characteristics of illegal activities of "buying purchase", continue to strengthen business operation monitoring, and timely Carry out risk research and judgment and key analysis, and adopt different regulatory measures according to the risk level.

The customs has strengthened positive supervision and actively implemented the face recognition "anti-backflow" system. Through the network with the customs information supervision system, it can realize the collection of duty-free goods and the collection of faces on outlying islands to ensure that the outlying island's duty-free supervision policy is implemented.

Since the implementation of the new duty-free policy on outlying islands, as of October 19, the customs has intercepted and discouraged 618 passengers who planned to take duty-free commodities out of the isolation zone.
