Peng Wei introduced that the Hainan Provincial Department of Commerce, together with Haikou Customs, the Provincial Big Data Bureau, the Provincial SASAC, the Provincial Department of Finance, and the Yangpu Administrative Committee, have studied and proposed the establishment of a Hainan Free Trade Port International Trade Single Window Operating Company to undertake the "single The main function of "window" upgrade and maintenance.
The purpose of the establishment of the company is to meet the needs of Hainan’s “first-line” liberalization and “second-line” management of the import and export model of the international trade “single window” construction and operation needs, effectively implement trade and port risk prevention and control, and promote the implementation of the “zero tariff” policy. He introduced that the construction of the "Public Information Service Platform in Yangpu Free Trade Port Area" currently carried out on the basis of China (Hainan) International Trade "Single Window" has achieved initial results.
In this functional mode, the customs clearance procedures for entry and exit are greatly simplified, which can realize non-inductive customs clearance, and the storage and circulation of goods become more free and convenient, which is conducive to reducing the operation and management costs of enterprises, and optimizing the port business environment and enhancing cross-border trade The level of facilitation is to achieve the goal of reducing burdens for enterprises and increasing efficiency for governments.
Peng Wei said that with the acceleration of the construction of Hainan Free Trade Port, Hainan will focus on promoting the functional innovation of the "single window" of international trade from three aspects:
