  Resilient cities refer to cities that can withstand disasters, reduce losses, rationally allocate resources to quickly recover from disasters, and learn from past disasters to improve disaster resilience.

Meng Jianmin said that each city has a certain degree of resilience, but the degree is different.

Chen Xiangsheng suggested that one is to conduct a survey of urban risks and establish a classification ledger for urban risks; the other is to apply "resilience engineering" to improve urban resilience; the third is to pay attention to the reliability of urban hidden projects and lifeline systems; the fourth is to use the Internet of Things and big data, etc. Management improves the level of risk monitoring, command and disposal; the fifth is to improve the logistics and supply chain support capabilities.

  He concluded that the resilient planning and design of infrastructure in megacities (clusters), including the development and utilization of underground space, especially the transformation of important infrastructure such as lifelines to underground, is the foundation for supporting the resilience of megacities (clusters). To build a super-large city (cluster) "air, sea, and ground" full coverage integrated security intelligent platform, it is necessary to integrate government, commerce, transportation, medical, fire protection, meteorology, environment, public security and other data from multiple departments, and make full use of global perception and the Internet of Things , Cloud computing, artificial intelligence, machine learning and other technologies to perform effective pre-control decision-making, rapid response during the event, and efficient rescue after the event.
