  The "Implementation Opinions" pointed out that continue to promote tax reduction and fee reduction, further reduce the cost of energy and network, and further promote logistics cost reduction to effectively reduce the production and operation costs of enterprises.

For small and medium-sized enterprises that have been severely affected by the epidemic, their applications for tax deferment shall be approved in accordance with the law.

For small and micro enterprises from January 1, 2020 to December 31, 2021, a full refund support policy will be implemented.

Continue to promote the reduction of electricity prices for large industries and general industrial and commercial industries except high energy consumption by 5% throughout the year.

Regulate operating service charges for ports, liners, railways, and airports in accordance with the law.

  The "Implementation Opinions" clearly support participation in major national scientific research projects, increase investment in inclusive scientific and technological innovation, and promote the digital transformation of private enterprises.

Encourage private enterprises to participate in the construction of innovation platforms such as the National Industrial Innovation Center, the National Manufacturing Innovation Center, the National Engineering Research Center, and the National Technology Innovation Center, and accelerate the identification of the national enterprise technology center for private enterprises.

  The "Implementation Opinions" also clarified that the market access of private enterprises will be further relaxed, the oil and gas infrastructure will be opened up to enterprises fairly, and the energy-saving and environmentally-friendly competitive businesses in the fields of petroleum, chemical, electric power, and natural gas will be further liberalized.
