  On the afternoon of the 22nd, the Ministry of Commerce held a regular press conference.

In answering questions from reporters, Gao Feng said that the implementation of export control is a common practice in fulfilling international obligations such as non-proliferation.

Since the end of the 1990s, in order to fulfill related international obligations, my country has successively formulated six administrative regulations related to export control, including the Regulations on the Management of Controlled Chemicals, the Regulations on Nuclear Export Control, and the Regulations on the Export Control of Nuclear Dual-Use Products and Related Technologies. The legal system for export control covering nuclear, biological, chemical, missile, and military products has been established.

  Gao Feng said that in order to better fulfill relevant international obligations, adapt to the needs of export control work under the new situation, and safeguard my country's national security and interests, since 2017, we have initiated relevant legislative work on the Export Control Law.

On the basis of summing up the previous experience, drawing lessons from international practices, raising the legislative level, formulating the "Export Control Law", leading the export control work, and providing a stronger legal guarantee for the development of related work.

  Gao Feng said that in accordance with the unified arrangement of the State Council, the Ministry of Commerce took the lead in drafting the draft export control law.

In order to fully listen to the opinions and suggestions of all sectors of society on the draft, from June to July 2017, the Ministry of Commerce published the "Export Control Law (Draft)" on the Internet to solicit public opinions.

During the period of soliciting opinions, the Ministry of Commerce received a total of 252 opinions and suggestions from foreign embassies in China, domestic and foreign enterprises, business associations, and law firms.

In the subsequent legislative process, relevant reasonable suggestions have been actively considered and adopted.

Afterwards, after necessary legislative procedures, on October 17 this year, the 22nd meeting of the Standing Committee of the 13th National People's Congress voted and passed the Export Control Law.

  Gao Feng pointed out that the "Export Control Law" has made clear provisions on the scope of export control, control systems, control measures, and strengthening international cooperation.

We will further improve and release the control list in due course in accordance with the law.

  “Next, we will actively promote the legislative work of supporting regulations of the Export Control Law to ensure the effective implementation of the various systems established by the Export Control Law.” Gao Feng said.
