On April 4, 2018, the then Minister of Industry, Baek Woon-gyu, issued a policy to shut down Wolsong 1 early and immediately shut down the operation before an external agency's economic evaluation came out.



The Board of Audit and Inspection said that the report from a subordinate employee that President Moon Jae-in asked,'When do you plan to decide on the permanent shutdown of Wolseong Unit 1?'



Under the direction of the Minister, the Ministry of Industry officials asked KHNP to consider only two cases:'continue operation' and'immediate shutdown'.



KHNP requested external accounting firms to lower the electricity sales revenue that could be earned with Wolseong Unit 1, and the costs that could be saved in case of immediate shutdown, such as labor and repair costs, were excessive.



As a result, when Wolseong Unit 1 was operated, the economic feasibility of the Wolsong unit jumped from KRW 3427 billion to KRW 11.3 billion, and was finally confirmed to KRW 22.4 billion.



An accounting firm employee who participated in the evaluation of economic feasibility said, "It has become a task to match the results that KHNP and the government want," the auditor said.



The Board of Audit and Inspection said that the economic evaluation of the decision to close early Wolsong Unit 1 was wrong, but it did not judge the feasibility of the early closure, leaving a room for controversy.



The Ministry of Industry said that it could not agree with the view of the auditor that it was improperly involved in the analysis of economic feasibility.
