The Minister of Public Accounts Olivier Dussopt announced that a sharp increase in the number of beneficiaries of the RSA had been observed since the start of the health crisis.

He estimates this increase at 8.7% on average for the year 2020, but in Corrèze this figure will be greatly exceeded.

This is one of the visible consequences of the coronavirus crisis: the number of people treated under the RSA has increased sharply in recent months.

The increase will be on average 8.7% over the whole of 2020, the Minister of Public Accounts Olivier Dussopt announced Monday evening to the Assembly.

On the front line on the subject, the departments are caught off guard.

It is they who finance the expenses of the RSA and whose mission is to ensure the reintegration of benefit recipients.

A 12% increase in RSA applicants in Corrèze 

In the Corrèze department, the number of RSA beneficiaries soared by 12% between January and this summer.

And the expenses that had to be incurred to cope with this influx followed the same path.

The department had to release an additional 1.7 million euros.

It is not so much this additional expenditure that saddens the president of the department, Pascal Coste, as the brutal reversal of the situation which strikes the Corrèze, until then at the peak at the national level in terms of reintegration of people in the RSA.

"The good students of yesterday, those who had good results like Corrèze (15% decrease in RSA per year) are those who are the first to be penalized. And we go from the best student to the one who has the most difficulties and which has the highest rate of increase in RSA because the machine jams, ”he explains.

Individual support from the first month and collective sessions at regular intervals to motivate the people being followed are still relevant, but the job market is no longer responding.

And the departments can't do much about it.
