Wolseong Unit 1 is the second nuclear power plant in Korea that started its first commercial operation in 1983.

In 2012, it was shut down due to the end of its design life, and it went into operation again in 2015 after undergoing full maintenance.

Originally, it was supposed to operate until 2022, but after the inauguration of this government, the so-called'de-nuclear war' policy was promoted, and an early closure was decided.

KHNP, the operating entity, decided to close it early two years ago because of its lack of economic feasibility, and the details were finalized at the end of last year.

There was a result of the Auditor's Office whether it was appropriate, and the Ministry of Industry said that after accepting the result today (20th), it will continue to push forward the energy policy in the future.

On April 4, 2018, the then Minister of Industry, Baek Woon-gyu, issued a policy to shut down Wolsong Unit 1 early and immediately shut it down before an external agency's economic evaluation came out.



The Board of Audit and Inspection said that the report from a subordinate asked President Moon Jae-in,'When do you plan to decide on the permanent shutdown of Wolsong Unit 1?'



Under the direction of the Minister, the Ministry of Industry officials asked KHNP to review only two cases:'continue operation' and'immediate shutdown'.



KHNP requested external accounting firms to lower the electricity sales revenue that could be earned with Wolseong Unit 1, and the expenses that could be saved in case of immediate shutdown such as labor and repair costs were excessively inflated.



As a result, when Wolsong Unit 1 continues to operate, the economic feasibility jumped from KRW 342.7 billion to KRW 11.3 billion, and was finally confirmed to KRW 22.4 billion.



An accounting firm employee who participated in the evaluation of economic feasibility said, "It has become a task to match the results that KHNP and the government want," the auditor said.



The Board of Audit and Inspection left the room for controversy as it did not judge the feasibility of the early closure, even though the evaluation of the economic feasibility of deciding the early closure of Wolseong Unit 1 was wrong.



The Ministry of Industry said that it could not agree with the view of the auditor that it was improperly involved in the analysis of economic feasibility.
