The foreign cooperation of the entire oil and gas industry chain in the Zhejiang Pilot Free Trade Zone has entered a new stage of development. First, policy support has been further increased. At the beginning of this year, the State Council approved the "Regarding Supporting the Opening of the Oil and Gas Industry Chain in the China (Zhejiang) Pilot Free Trade Zone" "Several Measures for Development", the first in the country to give the Zhejiang Pilot Free Trade Zone the reform autonomy in the oil and gas field, from introducing international strategic investors in oil products trade, enhancing market-oriented allocation capabilities in the oil product circulation field, and supporting the innovative development of shipping business, etc. 11 areas and 26 areas give Zhejiang policy support.

The Zhejiang Provincial Government has also issued implementation opinions on supporting the opening and development of the entire oil and gas industry chain in the China (Zhejiang) Pilot Free Trade Zone. There are 15 specific policy measures to further accelerate the reform and innovation of the oil and gas sector in the Pilot Free Trade Zone.

[Explanation] Since its establishment on April 1, 2017, the China (Zhejiang) Pilot Free Trade Zone has focused on the opening of the oil and gas market and the global allocation of resources, creating a closed-loop reform system in the oil and gas field, and promoting the reform of the global oil and gas market management system.

Zhang Yong, a researcher at the Shanghai Free Trade Zone Comprehensive Research Institute of Fudan University, said in his keynote speech that Zhoushan, relying on the construction of an energy settlement center, is an important way to explore the construction of a free trade port with oil and gas characteristics.

The trade settlement center can be said to be the diamond in the crown of the entire free trade zone.

So Zhoushan chose (Energy Settlement Center) as an entry point. I think it is very good. If we simply build a trade settlement center, then (Zhoushan) and Shanghai and the other regions may not have an advantage in competition.

But today Zhoushan relies on the agglomeration of so many oil and gas production and trading companies. We use oil and gas as the settlement center for trade consumption. I think it is very smart.

[Explanation] With the continuous changes in the international situation in recent years and the impact of the new crown pneumonia epidemic this year, international shipping is facing severe challenges. Xie Chunlin, chairman of China Merchants Energy Transportation Co., Ltd., said that all parties should work together to build a stable and harmonious industry ecosystem.

Faced with the increasing uncertainty of the business environment, I hereby call on all parties to work together to explore the establishment of a stable and mutual trust cooperation model, and create a harmonious and reliable win-win ecosystem.

Second, healthy development calls for a safe ecology. The new crown epidemic has not only suppressed effective demand, but also brought many inconveniences and challenges to ship operations and safety management. Under the background that the epidemic is likely to be normalized, to solve these problems, port authorities, All parties, including ports, wharfs, crew service agencies, etc., work together.
