The environmental demands of development have fertile soil for the online new economy to sprout and grow first.
Chen Mingbo said that the new online economy is a new format that is generated by the in-depth integration of modern manufacturing, business finance, entertainment consumption, education and health, circulation and travel with the help of intelligent interactive technologies such as artificial intelligence, 5G, the Internet, big data, and blockchain. The new model has the dual characteristics of hardcore technology and a new business model.
"The epidemic has given birth to a new online economy, but at the same time, the online new economy is the support point for epidemic prevention and control, the focus of promoting economic transformation and upgrading, and the starting point for building future development advantages." Chen Mingbo said.
In April of this year, Shanghai took the lead in issuing the "Action Plan for Promoting the Development of Online New Economy" nationwide, focusing on 12 major areas such as online medical care, financial services, exhibitions and industrial Internet, and focusing on creating 4 "100+" ("100+" innovations). Type enterprises, application scenarios, brand products, key technologies) to open up a new runway for the digital economy.
In the first half of the year, Shanghai's online retail sales were 122.7 billion yuan, a year-on-year increase of 5%; online information consumption grew by 50%, online digital content industry grew by 20%, and the new generation of information technology bucked the trend and grew by 10.5%, making an important contribution to the steady growth of Shanghai’s economy .
Chen Mingbo believes that Shanghai is strengthening the "four major functions" of global resource allocation, technological innovation sources, high-end industry leadership, and an open hub portal. It has several advantages in terms of online new economic development.
First, Shanghai has the country's leading information infrastructure and has built a dual gigabit first city.
Second, Shanghai has a wealth of application scenarios, and 41 world-class application scenarios have been released so far.
Third, Shanghai has a solid industrial foundation, bravely shoulders heavy responsibilities, and undertakes numerous national strategies.
Fourth, Shanghai still has very dynamic human resources. 5G R&D talents account for 52% of the country, integrated circuit industry talents account for 40% of the country, and artificial intelligence talents account for 33.7% of the country.
"At the same time, Shanghai's new online economy still has several major problems that need to be solved. Shanghai's key industrial areas need new support, the cold chain warehouses in Shanghai metropolis need to be deployed, and the traditional advantages of areas need to cultivate new advantages." Chen Mingbo said.
Regarding future development, Chen Mingbo said that one is to strengthen the core technology of the online new economy, focus on basic theories, core software and hardware, and key links in the industrial chain, and strengthen open innovation in production, education and research; the second is to strengthen the openness of application scenarios and focus 5G, artificial intelligence, unmanned driving, smart factories and other fields, open more application scenarios and public data, and encourage the latest scientific and technological achievements to be the first to "test the waters" in Shanghai; the third is to strengthen the construction of innovative ecology and strive to create a first-class online new economic ecology Park, cultivate the most influential group of Internet entrepreneurs.
