José Luis Escrivá, Minister of Social Security

, who since last April has accumulated problems to meet the implementation schedule of a benefit that he analyzed and recommended as president of

AIReF

and that he had to implement later.

Escrivá explained in the Labor Commission of Congress the reasons why the measure will not be able to cover 300,000 potential beneficiaries until 2021.

He explained that the demand for IMV procedures has been "above expectations" with almost

a million requests in three months

and that the administrations have only been able to process a third.

As of September, Social Security had processed 320,000 applications, of which 91,000 were approved, 86,000 denied and 142,000 pending correction

.

The results are far from what the Government announced last May, when the president,

Pedro Sánchez

, announced that from June 26

255,000 people would charge the new IMV

.

In its large numbers, the project is intended to help 850,000 families with just over 2.3 million people.

These are ratios that indicate that, five months later, the 91,000 households that receive today in IMV are still below what the president announced.

The benefits it offers are 462 euros per month for an adult living alone.

If it is a household with more people, the minimum amount is increased by 139 euros per month for each additional person, adult or minor, up to a maximum of 1,015 euros per month.

Although he did not find much understanding among the deputies, it is true that the list of problems that Escrivá has encountered, whose approach before the crisis was to implement the provision throughout the legislature or, at the earliest, in July of this year, is long.

The economic hibernation decreed by the Government and the pressure of Vice President Iglesias forced Social Security to execute the benefit in such an accelerated manner that it had to adjust the project on the fly, with a demand for benefits that even today arrives at rates of

15,000 weekly requests

"We have to run", Iglesias pressed him last September when he reflected on the "problem" in the IMV process.

"Sometimes you want to run, and when you go very fast, you stumble and have to wait much longer,

The minister promised at the same time to deliver the benefit to 150,000 households that same month and, again, he was right as the beneficiaries who receive it barely exceed 90,000.

The adjustments have also included modifications to simplify criteria that eliminate bottlenecks and streamline a "very dense" administrative procedure, in Escrivá's own words.

The new Social Security forecasts mean that in October the files processed and granted go from the current 90,000 to 135,000 "and a greater jump in November more than 200,000 subscribers."

"Beyond November, the processing of applications will accelerate," promised the minister, to later ensure that the 300,000 households that remain to access the aid system will do so from January, when they want to establish new channels with town halls, social entities and NGOs.
