This is an amendment that will not necessarily please the government.

Against the opinion of the LREM rapporteur, the deputies voted on Wednesday in committee for an amendment to prevent Chambers of Commerce from reducing their means by 100 million euros.

The LRs pushed to preserve their budget, supported by a few votes in the majority.

The measure, as part of the finance bill, will however have to be voted on again in order to be adopted.

A recurring debate

CCI France, the national organization of chambers of commerce and industry, denounced at the end of September this reduction of 100 million euros in taxes allocated to these chambers.

This debate is not new and had already taken place in previous budgets.

According to Bercy, this measure, already announced in 2019, is part of the Pact for the growth and transformation of businesses law and “will allow an equivalent reduction in corporate taxation”.

The Ministry of Finance also specifies that the CCIs benefited in 2020 from a refund of taxes of 30 million euros with "the abolition of the France Telecom levy" and that they also received 100 million to "support their support actions for VSEs and SMEs in the context of the health crisis ”.

But for the Chambers of Commerce, the reduction in their resource ceiling is "totally inconsistent with the ambition displayed by the recovery plan and compromises its implementation in the proximity of the territories, as close as possible to the companies".

Another amendment for the press

Moreover, the examination of the first part of the budget, devoted to revenue, did not give rise to any major changes.

This first part of the finance bill notably devotes a 10 billion euro reduction in corporate production taxes.

During the examination of the text, the Finance Committee voted among other things an amendment by Aurore Bergé to support press companies, by extending until 2023 two advantageous tax measures.

MEPs also supported an amendment by rapporteur Laurent Saint-Martin (LREM) to raise to 10 million euros (instead of 7.6) the turnover limit of SMEs for profit, in terms of tax on corporations.
