The Ministry of Energy and Infrastructure announced its ministerial decision on the unified regulatory procedures for the circulation of petroleum products, and the decision aims to regulate the circulation of petroleum products in the country, as well as define the conditions and procedures for the circulation of petroleum products, combat practices harmful to the national economy, and maintain security, safety and the environment.

The Minister of Energy and Infrastructure, Engineer Suhail bin Muhammad Al Mazrouei, said in a statement yesterday: “The Petroleum Products Circulation Law contributes to clarifying some legal articles related to administrative penalties, and some detailed conditions, and to ensure that the circulation of petroleum products within the country is in accordance with the best international and approved standards and practices. In the Emirates Authority for Standardization, Metrology, and Safety and Security Standards ».

Regulate circulation

He added: “The law regulating the circulation of petroleum products seeks to combat illegal trading, which includes smuggling, manufacturing or storing of petroleum products in violation of security and safety requirements or those specified in the regulation, and this law represents a legislative addition in the UAE that contributes to preventing illegal trading.”

Al Mazrouei added: “After the issuance of the Petroleum Products Trading Law in 2017, trading committees were established in the UAE, whose tasks include issuing the licenses required for trading, and verifying the existence of the conditions required in the law to issue these licenses, and these committees were formed from the local authorities in Each emirate, in addition to a representative of the Ministry of Energy and Infrastructure, and a representative of the Federal Authority for Land and Federal Transport.

Conditions for the permit

The ministerial decision, issued by the Ministry of Energy and Infrastructure, stipulates the conditions for obtaining a trading permit and the procedures for obtaining it, and in accordance with the provisions of the Federal Law regarding the regulation of the circulation of petroleum products and the executive regulations issued by the Council of Ministers yesterday, a trading register will be created within the ministry to register companies licensed to trade petroleum products As defined and defined in the Law and the Implementing Regulations, registration in the register will be one of the conditions for completing obtaining a license for entities wishing to obtain a license to trade petroleum products, conditions for obtaining a permit to transport between the Emirates, and requirements for trading petroleum products.

Assessed fees

The decision stipulated that the competent authority shall determine and collect the fees prescribed for obtaining a trading permit, in accordance with the procedures adopted by it in this regard, and the provisions of the decision shall not prejudice the author's compliance with the procedures and conditions stipulated in the legislation in force at the competent authority and the concerned authorities, provided that they do not conflict These procedures and conditions are in accordance with the provisions of the law, its executive regulations, and the decisions issued pursuant to them.

Anyone who violates the provisions of this decision shall be punished by the penalties stipulated in the law, without prejudice to any more severe penalty stipulated in any other legislation.

The decision includes a table of requirements and requirements for the handling of petroleum products in the country, which defines the manufacture, storage and transportation of liquefied petroleum gas, and the manufacture, storage and transportation of fuel materials.
