The head of the Animal Husbandry and Veterinary Bureau of the Ministry of Agriculture and Rural Affairs pointed out when answering reporters’ questions on the implementation of the "Opinions" that, driven by the market and policies, pig farmers have been very motivated to replenish the slaughter and increase the number of pigs, and the production of pigs has recovered quickly.   Recently, the General Office of the State Council issued the "Opinions on Promoting the High-Quality Development of Animal Husbandry", which focused on accelerating the construction of a modern breeding system, an animal epidemic prevention system, a processing and circulation system, and promoting the green and circular development of animal husbandry.

The reporter interviewed Yang Zhenhai, Director of the Animal Husbandry and Veterinary Bureau of the Ministry of Agriculture and Rural Affairs on related issues.

  In response to the current recovery of live pig production and the supply of pork in the pork market, Yang Zhenhai said that under the stimulus of the market and the promotion of policies, pig farmers have been very enthusiastic about replenishing and raising pigs, and pig production has recovered quickly.

According to the monitoring of the Ministry of Agriculture and Rural Affairs, in June and July, two important turning points for the recovery of live pig production emerged one after another, namely, the breeding of sows and the stock of live pigs have achieved year-on-year growth.

In August, the stock of reproductive sows increased by 3.5% month-on-month, 11 consecutive months of growth, and a year-on-year increase of 37%; pig stocks increased by 4.7% month-on-month, and increased for 7 consecutive months, a year-on-year increase of 31.3%.

Following this trend, we are confident to achieve the goal of recovering the annual pig production capacity to near normal levels.

  With the gradual improvement in the supply of live pigs, the price of pork fluctuated and stabilized in August, and has fallen for four consecutive weeks since September.

In the fourth week of September (September 21-September 27), the price of pork in the national bazaar was 54.12 yuan per kilogram, down 1.6% from the previous month and 5.52 yuan lower than the highest price in mid-February.

According to expert simulation studies, the number of live pigs for slaughter from September to December this year will increase month by month, an increase of 17.3% over the same period last year. The average pork price is expected to be lower than the same period last year.

  Regarding the current situation of my country's animal epidemic prevention system construction, Yang Zhenhai pointed out that before African swine fever was introduced into my country in August 2018, the animal epidemic situation in various places was relatively stable, and some places showed a tendency to ignore animal epidemic prevention work and the animal epidemic prevention system was weakened.

At present, more than one-third of the provinces have cancelled the provincial animal health supervision agencies, and about one-fifth of the counties no longer set up township animal husbandry and veterinary stations. The problems of "diminished functions, weakened strength, and weakened support" are more prominent and important. Animal epidemics are found to be difficult to report and difficult to deal with in a timely manner. This is a major hidden danger in prevention and control work.

  In the next step, the Ministry of Agriculture and Rural Affairs will work with relevant departments to further strengthen the construction of the animal epidemic prevention system in accordance with the requirements of the "Opinions".

  The first is to guide the implementation of epidemic prevention responsibilities.

Supervise and guide all localities to implement the management responsibilities of animal epidemic prevention territories, and rely on existing institutional resources to establish and improve animal health supervision institutions and animal epidemic prevention and control institutions.

Instruct the practitioners in all links of livestock and poultry breeding, trafficking, slaughter and processing, and implement the main responsibility of animal epidemic prevention.

  The second is to consolidate the grassroots animal epidemic prevention team.

Organize the implementation of the special appointment plan for animal epidemic prevention in towns and towns, and recruit a group of special animal epidemic prevention specialists from the frontline veterinary service personnel of scientific research and teaching units, the backbone of enterprise veterinary technology, practicing veterinarians, and rural veterinarians through government purchase of services.

  The third is to strengthen the construction of animal epidemic prevention infrastructure.

Through investment channels such as animal and plant protection capacity improvement projects, strengthen the construction of animal epidemic prevention and control laboratories, special animal epidemic prevention facilities, border monitoring stations, highway checkpoints and other infrastructure construction to improve the level of grassroots animal epidemic prevention hardware.

  Yang Zhenhai said that around the implementation of the "Opinions", the Ministry of Agriculture and Rural Affairs will focus on four aspects:
