Council of Ministers

this Tuesday will address, among other issues, the extension of a part of the social measures approved during the first wave of the coronavirus pandemic, known as the

"social shield

.

After days of negotiations, both PSOE and United We Can have agreed to extend until January 31 the ban on evictions and the extension

of rental contracts

to avoid abusive increases.

Where there is no consensus among government partners is to extend the ban on cutting

basic supplies

(water, electricity and gas) to vulnerable groups.

The conversations within the

Government

to face an extension of the social measures have been discussing for days.

And, as has happened on previous occasions, the disparity of opinion has occurred between socialists and purple, mainly between the

Vice-presidency of Social Rights

and the ministries of

Economy

and

Finance

.

Thus, one part of the "social shield", as Unidas Podemos calls it, will be extended, but not another.

As this newspaper has learned, the Council of Ministers plans to extend until January 31 the ban on evictions of tenants in situations of vulnerability linked to Covid-19;

the extension of rental contracts to avoid abusive increases;

and the measures on large holders with respect to the rent: they will have to decide between a 50% rent cut or a debt restructuring in at least 3 years.

Mortgage moratorium and supply cut

Where different views and opinions have emerged has been in the moratorium on mortgage payments and the cutting of basic supplies, which expire today.

Despite the insistence and demand of United We Can in this regard, a few hours after the Council of Ministers was held, an agreement had not been reached.

Just a few days ago, the Minister of

Labor

, Yolanda Díaz, said in an interview on

TVE

that she knew that Pablo Iglesias "is working on this."

On the contrary, already in August, the fourth vice president of the Government and minister for the

Ecological Transition and the Demographic Challenge

, Teresa Ribera, was not in favor of a new extension and advocated "putting order" in this regard "instead of working on the basis of prolonged extraordinary measures ".

In an interview with Europa Press, she already advanced that if they were prolonged in time, it would be transferred to third parties "a situation that they could not endure for long either."

The guarantee of the supply of electrical energy, petroleum derivatives, gas and water prohibited the suspension of the supply of electrical energy, petroleum products, (including manufactured gases and liquefied petroleum gases) natural gas and water in any address that has the consideration of first home.

No cuts could be made even if this possibility is stated in the supply or access contracts signed by consumers.
