(Economic Observation) How does the high-quality grain project contribute to the high-quality development of China's grain industry?

China News Service, Beijing, September 29 (Liu Liang). In the autumn of September, the rice fields of Yinjiawei Grain and Oil Plant Protection Agricultural Machinery Cooperative in Huzhou City, Zhejiang Province were covered with heavy fruits.

"It will be harvested next month, and it is expected that this year's grain production will reach about 3,000 tons." said Sun Jianlong, the head of the cooperative.

In order to improve the supply of green and high-quality food products in China and satisfy consumers' transition from "well-eaten" to "well-eaten", Chinese officials have started the implementation of high-quality food projects in 2017.

With the help of this project, Sun Jianlong cooperated with scientific research institutions such as the Rice Research Institute of the Chinese Academy of Agricultural Sciences and not only obtained high-quality provenance and modern planting technology, but also the high-quality grain produced was directly recycled by the ordering company.

As a result, the cooperative expanded its planting scale and initially realized standardized production.

"At present, the cooperative has achieved full mechanization from seed to finished rice." Sun Jianlong said that the cooperative has 6 family farms with an area of 3350 mu.

A complete industrial chain of planting, purchasing, warehousing, processing and sales is initially formed.

Since the implementation of the Quality Grain Project, many results have been achieved.

According to official data, as of the end of August, more than 4,000 grain post-production service centers have been established across the country to provide farmers with services such as "cleaning, drying, storage, processing, and sales" to promote quality improvement and reduce losses and increase farmers' income; More than 1,500 grain quality inspection agencies were built and upgraded to ensure "safety on the tip of the tongue" from the source. All provinces supported the construction of 389 "China Good Grain and Oil" demonstration counties, laying a solid foundation for the grain industry to move to a higher level .

High-quality grain projects are also important for ensuring food security.

During this year's flood season, Funan County in Anhui Province suffered heavy losses due to flood storage. However, thanks to the experts and technical resources provided by the high-quality grain project, the site adapted measures to local conditions and rushed to replant to minimize disaster losses.

According to Zhang Wufeng, director of China's State Bureau of Grain and Material Reserves, the stronger the grain industry chain and the better the layout, the stronger the foundation of food security and the stronger the ability to resist risks.

"With the corresponding processing and circulation capacity and the ability to control the industrial chain, the ability to produce grain and oil products that meet the needs of consumers, and to supply the products to consumers in a timely manner, can truly achieve food security."

Since the outbreak of the global epidemic, food supply chains in some countries and regions have been impacted, causing widespread concern in the international community on food issues.

Zhang Wufeng emphasized that although China's food security has withstood the major tests and inspections of the epidemic, it is still a top priority to in-depth advance high-quality food projects and accelerate the high-quality development of the food industry.

At present, the high-quality development of China's grain industry is still facing practical issues that need to be resolved. For example, the structural contradiction between grain supply and demand is still prominent, the supply of high-quality grain and oil products, the degree of integration of the industrial chain, and the ability of grain technology innovation to be improved.

Zhang Wufeng said that supply-side structural reforms are still the main line of high-quality development of the grain industry.

"Guarantee supply is the general goal, and market demand is the navigation light." Zhang Wufeng said, according to the changes in market supply and demand and regional comparative advantages, we should adjust to the shortage of varieties, to high-quality special colors, and better adapt to the upgrading requirements of the general public's grain and oil consumption.
