Two big winners of the 2021 budget -

It's time for the 2021 budget for the government, and like every year, there are its share of beneficiaries and those who will have to count their money more.

Let our ministers be reassured, overall, ministerial spending is up 3.8% to 290.1 ​​billion euros.

The big winners are Justice, the Interior and the Armies, for only one big loser in terms of staff: the Ministry of the Economy and Finance.

These amounts are understood outside the mission dedicated to the recovery plan, the credits of which will amount to 22 billion euros in 2021.

The winners

- Justice sees its budget gain 600 million, nearly 8% more to reach 8.2 billion.

This is more than what was forecast by the preparatory document published in July, which reported an increase of 5.9% (or 450 million euros).

This increase will finance 1,500 additional positions, after 1,520 created this year, as well as the local justice promoted by Prime Minister Jean Castex.

- The Interior benefited from an increase of 200 million euros to 13.9 billion of the "Security" mission.

As part of the recruitment of 10,000 police officers planned for the five-year term, 1,369 new positions are planned for next year for the Ministry of the Interior, after 1,536 this year.

- Appropriations for the Defense mission increase again by 1.7 billion euros in 2021, as in 2020, in line with the commitments made by the State in the military programming law.

286 new positions will be created.

This mainly involves financing new weapons programs, investments in space defense and cybersecurity.

- Official development assistance receives an additional 600 million, against the backdrop of the weakening of the economies of the least developed countries by the health crisis.

- Culture, a sector particularly exposed to the health crisis, posted loans up from 200 million euros to 3 billion.

The Ministry of Culture lost 65 positions.

Mixed situation

- The Ministry of Labor sees its credits increase by 400 million euros to 13.2 billion, while losing nearly 500 jobs.

The skills investment plan (PIC) "continues to ramp up with a new commitment of 3.3 billion in 2021", specifies Bercy.

- The Ecology, development and sustainable mobility mission won € 1.5 billion to € 19.2 billion.

The State will notably increase its support for renewable energies, which increases from 5.4 billion euros in 2020 to 6.9 billion in 2021. But the Ministry of Ecological Transition is losing 947 jobs.

- First item of the state budget, school education sees its expenditure ceiling increase from 1.6 billion to 54.9 billion euros.

But the National Education loses 120 positions.

The Minister of Education Jean-Michel Blanquer had announced a "Grenelle of teachers" to increase the salaries of teachers with a budget of 400 million euros for 2021.

- The Ministry of Territorial Cohesion, which deals with housing, remains stable in terms of jobs, and gains 900 million euros in appropriations compared to 2020. Next year will be marked by the reform of aid to housing which will update "in real time", but this will ultimately generate less savings as the number of beneficiaries is expected to increase.

Losers

- The Ministry of Economy and Finance loses 2,163 posts, after 1,959 this year.

Public finance management expenditure remained stable at 7.5 billion euros.

- Higher education and research lose 200 million, despite the multiannual research programming law (LPPR) which promises to inject 25 billion euros into public research over the next ten years.

- The Secretary of State for Veterans Affairs will have to do with 100 million less.
