In October 1980, the State Council approved the establishment of the Xiamen Special Economic Zone on a 2.5 square kilometers of land in the Huli Agricultural Brigade, Xiamen City.

The lake has thus become the birthplace of the Xiamen Special Economic Zone.

With the passing of time, from a small fishing village in the past to a modern city, the transformation of the lake has become a true portrayal of the rapid development of the Xiamen Special Economic Zone and a vivid epitome of China's reform and opening up.

Special zone construction is fierce, farmers like to change residents

The Huli community was called Huli Village at the time, and it was a small fishing village under the jurisdiction of the Huli Agricultural Brigade.

The villagers live a life of both farming and fishing, and their lives are very difficult.

October 15, 1981, opened the prelude to the construction of the Xiamen Special Economic Zone and also unveiled the evolution of the Huli community.

Jiang Guojin, the former secretary of the Party branch of the Huli community, said that the construction of the special zone is in full swing.

After the establishment of the special zone, the lives of the villagers have undergone tremendous changes.

More than 1,700 villagers in the Huli Agricultural Brigade were collectively converted to "non-agricultural household registration" and enjoyed various subsidies from urban residents.

Behind the change of identity, the villagers also have a new job - to become construction workers and invest in the construction of the special zone.

“I used to work in a hospital, then I went to a construction company as a worker, and then transferred to the company’s medical office.” Recalling the scene of the construction of the special zone, Yang Ruisheng, a resident of the Huli community, said that the conditions were simple and lack of large-scale machinery and equipment. "Shoulder carry and carry", accidental injuries often occur.

"Hang up the medicine kit, ride the bicycle, and we went to patrol the construction site."

"In the past, when we went to Zhongshan Road, it was considered that villagers'entered the city'." Yang Ruisheng bluntly said that the biggest feeling is that farmers become residents.

Economic development changes with each passing day, and residents' lives are more sweet

"As soon as overseas Chinese heard that the mainland of the motherland was engaged in special economic zones, they rushed to contact us to discuss the implementation." Zhuang Weiming, who once worked in the Economic Research Office of Xiamen Special Economic Zone, recalled that, especially in Southeast Asia, many overseas Chinese were born in Fujian Province. , "With the same roots, we all hope that we can do something in the special zone."

Chen Yingdeng, a native of Fujian, became the "first person" to establish a wholly foreign-owned enterprise in the Xiamen Special Economic Zone.

In 1983, Chen Yingdeng submitted an application for the establishment of the Yinhua Floor Brick Factory.

Soon, the management committee gave him a piece of land that had just been leveled off Chang'an Road to build a factory.

Subsequently, a number of foreign-funded enterprises, such as cigarette factories, electronics factories, and labor service companies, swarmed in.

Along with the roar of machines in the factory, the special zone presents a prosperous scene.

In recent years, with Xiamen’s cross-island development and economic restructuring, industries in the lake have gradually moved outside the island, leaving behind a large number of old factories.

The local area took advantage of the trend to promote the development of the cultural and creative industry, and old factories were gradually transformed into cultural and creative "dream factories".

Nowadays, in the Huli Creative Industry Park here, you can see all kinds of old factories, old-fashioned tape recorders, vinyl records and other old objects everywhere.

The unique retro temperament makes it a popular landmark for tourists to check in and film crews.

Today's Huli community is lined with trees, wide roads, and endless laughter.

“Some of the original warehouses, houses and other collective assets in the community have all been converted into shares for us, and each person can receive a dividend of 200 yuan per month.” Yang Ruisheng said that with the influx of foreign population, villagers also rent out idle houses to make money. Life is guaranteed.

Neighborhood harmony, grassroots governance more efficient

In the early days, with the influx of foreign population, the dilemma of grassroots governance gradually became prominent.

In 1997, Jiang Guojin served as the secretary and director of the Party branch of the Huli community, and began to think about how to reverse the dilemma of community public security management, and the Huli Community Joint Defense Patrol Team came into being.

"When the first joint defense patrol team was established, there were 20 people. They were responsible for community security inspections, handling emergencies, solving contradictions, etc. The public security outlook of the entire jurisdiction has been greatly improved." Jiang Guojin said, now the Huli community has harmonious relations between neighbors and public security. It is no longer a problem.

In May 2018, the renovation project of the old village in Huli Community was launched. At the beginning, everyone did not understand and worried that the rent would not be received after the contract was signed.

At the project opinion consultation meeting, Jiang Guojin took the lead in turning his home into the first building of the renovation project.

After that, more and more residents took the initiative to participate, and the transformation of Huimin apartments with characteristics and professional management was completed, and the Huli community began to change drastically.

"I have been engaged in community service work for more than 20 years, and I have clearly felt that everyone is increasingly agreeing and supporting grassroots work." Jiang Guojin said.

"In the past, we used to do sanitation, and each household did its own work. The community is dirty and messy. Now the community is unified in charge of greening and sanitation, and the relationship between neighbors is harmonious. The whole community is a happy family." Yang Ruisheng said, 40 years , The lake has undergone earth-shaking changes, everyone sees it, and enjoys it.
