14th, the Korea Communications Standards Commission decided to block only 17 illegal posts about digital prisons, and not to block access to the entire site.
The reason was that there was a concern about overregulation due to the public interest aspect.
But in ten days, the decision was reversed.
At the reconsideration today (24th), two of the five review members changed their positions.
This is because the self-regulatory measures were not implemented because 17 illegal posts were not blocked.
It was judged that there was a concern that it would infringe on moral rights and promote illegal acts of'private punishment'.
We have been deliberating on whether the number of illegal information on the site exceeds 75%, but we concluded that this criterion is meaningless given the enormous impact that innocent victims can occur.
The digital prison site was opened with the intention of publicizing the personal information of the violent criminal and subject to social judgment, but side effects occurred such as the death of a university student whose personal information was disclosed and an innocent professor accusing him of sexual exploitation.
