In 2019, more than 15 billion express mails were received in rural areas. From January to August this year, this number reached 20 billion. The growth rate of express delivery in rural areas was more than 10% higher than that in cities.

  "Express delivery to the countryside" is a key measure to solve the imbalance and insufficiency of the postal industry, and it is also a basic project to promote the development of rural e-commerce and promote rural consumption growth.

  In this regard, Ma Junsheng said that seven years ago, rural express delivery services in my country were not perfect. The end of the service was only in the county. At that time, rural online shopping had to take a ride to the county to pick up express.

Since the State Post Bureau launched the "Express Delivery to the Countryside" project in 2014, the coverage rate of express delivery to the countryside has been increasing year by year. As of the end of August this year, it has reached 97.7%, which has greatly bridged the gap between urban and rural delivery.

Before 2015, 36,000 organized villages across the country did not have direct postal services. By August last year, all organized villages nationwide had direct postal services. Currently, there are 40,000 rural post offices in my country and more than 500,000 village-level service stations. There are 310,000 “Ulesco” e-commerce service sites in Dianli, and there are 5.05 million kilometers of postal routes connecting the sites.

  After the national postal infrastructure network is basically set up, how to make good use of this network system to further help fight poverty?

Ma Junsheng said that the next step will be to give full play to the advantages of the three-level network of postal counties and villages. On the basis of statutory general postal services, it will superimpose government affairs, police affairs, taxation and other convenient agency services through outlets, networks and service points, and improve service functions. .

Second, work hard on the delivery logistics network.

The postal network is the only delivery network in the country that can reach all administrative villages, and offline resources are abundant.

Last year, the postal network received more than 2 billion rural parcels, which helped the sales of agricultural products by 16.5 billion yuan, and will further leverage on the network's advantages.

In addition, the use of this network to deliver postal financial services to farmers.

As of the end of June this year, the balance of agricultural loans issued by the Postal Savings Bank of China reached 1.35 trillion yuan, and the balance of targeted poverty alleviation loans for postal finance reached 90.2 billion yuan, with a total of 14.3 billion yuan in poverty alleviation micro loans.

Finally, we must focus on cultivating targeted poverty alleviation projects and experts in poverty alleviation in rural areas.

Promote regional poverty alleviation and prosperity through model.

Since 2014, more than 1.5 million people have been employed in rural areas.

In the first eight months of this year alone, the postal express industry created 150,000 jobs in rural areas and helped 100,000 poor households in 504 state-level poverty-stricken counties increase income by more than 100 million yuan.

  With the acceleration of the resumption of work and production, the postal industry has achieved remarkable results in the recovery of production operations.

From January to August, the industry completed a total business volume of more than 1.2 trillion yuan, with a business income of nearly 680 billion yuan, and express delivery has completed 48 billion pieces, a year-on-year increase of 25%.

"Not long ago, the delivery volume exceeded 50 billion pieces, and it is expected to exceed 60 billion pieces in October." Ma Junsheng said that the accelerated start of the rural market is an important reason.

The next step will be to promote "express delivery into the village" to break through the rural terminal service problem.

At present, the coverage rate of express delivery into villages and towns has exceeded 97%, but express delivery into villages only accounts for about 40%. This year, we will continue to work towards this goal.
