  The State Council Information Office held a press conference for the 3rd Digital China Construction Summit today. Yang Xiaowei, deputy director of the State Internet Information Office, said that in the past three years, great progress has been made in the construction of Digital China.

  It is reported that the 3rd Digital China Construction Summit will be held in Fuzhou City, Fujian Province from October 12th to 14th.

Since its establishment in Fuzhou in 2018, the Digital China Construction Summit has been held for two consecutive sessions, attracting a number of domestic high-quality enterprises and projects such as Huawei and Alibaba to land in Fuzhou.

Fuzhou signed the 159 projects with a total investment of about 160 billion yuan, and nearly 80% of them have been successfully transformed and implemented.

Global Innovation Index ranking has risen for 4 consecutive years

On July 31, the Beidou-3 global satellite navigation system was officially put into operation, and the global positioning accuracy was better than 10 meters. The localization of the core components of the Beidou satellite reached 100%.

At present, Beidou's related products have covered more than 120 countries and regions.

  At the same time, data released by the World Intellectual Property Organization shows that in the 2019 Global Innovation Index, my country has risen 3 places, ranking 14th in the world, and has maintained an upward momentum for 4 consecutive years.

  In 2019, my country’s digital economy continued to maintain rapid growth, with added value reaching 35.8 trillion yuan, accounting for 36.2% of GDP, contributing 67.7% of GDP growth, and industrial digital added value accounting for 80.2% of the entire digital economy. Thereby promoting the high-quality development of my country's industry.

  The recent international rankings of the E-Government Development Index released by the United Nations show that my country has risen from 65th to 45th in 2018, and online services have reached a “very high” level globally.

The network poverty alleviation information service system has been basically completed nationwide, and the digital village strategy has been fully implemented.

On major e-commerce platforms, disabled persons have opened more than 170,000 online stores with sales of nearly 30 billion yuan.

  By the end of last year, China had signed 197 cooperation documents for the joint construction of the “Belt and Road” with 137 countries and 30 international organizations, and signed bilateral e-commerce cooperation documents with 22 countries.

Network interoperability has been intensified, and cross-border land cables and international submarine cables have been established with countries along the “Belt and Road”.

More than 400,000 industrial Internet service companies

At present, there are more than 70 influential industrial Internet platforms in the country, the number of connected industrial equipment has reached more than 40 million units (sets), the number of industrial enterprises served has exceeded 400,000, and the number of industrial apps has exceeded 250,000.

As of June this year, the national industrial e-commerce penetration rate has reached 63%, and the penetration rate of dual innovation platforms for key manufacturing industries has exceeded 84.2%.

  Xie Shaofeng said that the next step will accelerate the pace of digital, networked, and intelligent development of manufacturing.

Strengthen the construction and promotion of the integration of industrialization and industrialization standard system, and realize the in-depth application and rapid promotion of the new generation of information technology in the manufacturing industry through enterprise standardization.

Build a multi-level and systematic industrial Internet platform system, accelerate the transformation of assembly line production methods to networked manufacturing methods, and transform the supply chain into a supply network.

Promote the accelerated development of large-scale personalized customization, industrial e-commerce, shared manufacturing, and gig economy.

"Broadband China" has basically no difference in urban and rural penetration rates

  In response to the issue of broadband penetration in rural areas, Yang Xiaowei said that the current Internet infrastructure in China is the strongest in the world. “We can experience it when we go abroad. No country can achieve full coverage like China’s 4G network. Our fiber coverage rate It is also the highest in the world."

  Yang Xiaowei said that the Party Central Committee and the State Council attach great importance to it and promote the construction of "Broadband China" throughout the country.

Relevant departments have thoroughly implemented the "Broadband China" strategy to improve network coverage on the one hand.

Five batches of telecommunications universal service pilot projects have supported the construction of optical fiber networks in 43,000 poor villages and the construction of 4G base stations in 9,200 poor villages.

At present, the ratio of fiber and 4G in administrative villages across the country has exceeded 98%, and the fiber reach rate and 4G coverage rate have basically realized the same between urban and rural areas.

  On the other hand, reduce the tariff level.

Relevant departments vigorously support basic telecom operators to reduce their tariff levels, benefiting 12 million poor people, and at the same time give full play to the role of networks already built in rural areas, and promote all kinds of information applications into villages and households, so that people can not only use them, but also afford them.   Yang Xiaowei said that in the next step, we will continue to promote the construction of rural broadband networks, prepare to launch the sixth batch of universal telecommunications service pilot work, improve the universal telecommunications service compensation mechanism, and continue to improve administrative villages, especially those who are poor. The village’s optical fiber and 4G network coverage level truly realizes the undifferentiated enjoyment of services.
