The Government's proposal to focus the resources of the next ERTE extension on the tourism sector has brought these negotiations to a standstill from which they should emerge in the coming days.
With the deadline of September 30,
the Government must have a new scheme ready that will allow tens of thousands of companies with their workers to survive
that are facing the economic crisis caused by the pandemic.
Until now, it has managed to get its proposals with the signature of the social agents.
Unions and employers agree to reject the
differential protection
model
presented by
Yolanda Díaz
from the Ministry of Labor.
This model establishes the criteria for access to plan benefits.
It indicates to companies and workers the ability to seek aid based on the sector in which they carry out their activity.
The sector would be identified in the
National Classification of Economic Activities (CNAE), a system that groups and orders companies according to the economic activity they carry out.
Thus, companies related to codes linked to tourism directly or in 50% of their value chain would benefit.
"The reality does not fit in the CNAE classification", explain sources present in the negotiations.
"There are companies that can be classified in an apparently industrial activity but later they live from tourism and with the aid scheme proposed by the Government they would be left out of the aid, unfairly."
The social agents understand that the proposal is motivated by the Government's objective of
reducing the ERTE bill
and the entire deployment of aid, which the Foundation of Savings Banks (Funcas) estimated last Tuesday at 25,000 million euros.
But they also know that giving the green light to a discriminatory model would generate
great tensions in their respective organizations
.
In addition, from the employer's association, which groups together large and small companies as well as self-employed workers, the accounts presented by the Ministry of Social Security are questioned.
"We doubt that the data is true," Antonio Garamendi, CEOE president, has indicated on different occasions this week
.
The employers demand from Minister Escrivá a justification of the costs of the exemptions from contributions of workers more detailed than what is offered to them.
"We have the same flow of information with the social agents that in other times that we have met and he
is we have facilitated what has been requested to us", they explain from Social Security.
"If there is something pending, it will be sent to them as soon as we receive it. And, logically, they are rigorous data," they conclude, adding that "in this ministry we do not have a war with anyone."
For its part, from the
UGT they have denounced today that "various interferences" prevent "that a broad and beneficial agreement for companies and workers can be closed
" and have asked "that the negotiation be allowed to advance so that it is not doomed to blockade, after the effort made by the Government and social agents in these months to preserve employment ".
Among other reasons for the disagreement, the union led by
Pepe Álvarez,
"does not understand the refusal to eliminate the exemptions for incorporation to work after the ERTE", one of the points introduced by
Escrivá
in the aid schemes last June.
The UGT request comes after the last meeting, which ended last night without great progress, and after which the parties - the Government, employers and unions - have already summoned next week to meet again, which prevents the agreement closes this week, an objective set at the beginning of the negotiations, and that it goes to the next council of ministers.
