The Hainan Provincial Press Office held a press conference on the afternoon of September 14. Zhang Yingduan, deputy director of the Organization Department of the Hainan Provincial Party Committee, introduced the newly released "Implementation Plan for the Pilot Reform of the Hainan Free Trade Port International Talent Service Management".
According to the plan, Hainan will conduct negative list management for foreign personnel working in the Hainan Free Trade Port. Foreign personnel outside the "negative list" will not be restricted to work in Hainan Free Trade Port; quotas will be imposed on restricted categories in the negative list of work permits. Management, establishment of a dynamic quota adjustment mechanism, and independent approval of restricted work permits under total quota control.
