The "Notice" proposes that all departments should organize the associations and chambers of commerce in the industry to sort out the charges for operating services and other charges, and cancel illegal and illegal charges.

All departments should request the industry associations and chambers of commerce to collect dues, and at the same time clarify the basic service items provided, and shall not charge additional fees for the basic service items provided in the form of paid services, and shall not use their own strong position to force services and charge fees, and completely eliminate them. Charges such as entrance fees, sponsorship fees, conference fees, training fees, examination fees, appraisal and commendation fees that are not in compliance with laws, regulations and related policies, and refunds of illegal income.

  The "Notice" pointed out that the goal of clean-up regulations is to focus on the outstanding problems of business associations and chambers of business service charges, in accordance with the principle of highlighting key points and classified norms, through in-depth clean-up and regulations, to further break the service monopoly, resolutely cancel illegal and illegal charges, and increase charges. Standardization and transparency, reduce high fees, and effectively reduce the operating costs of the real economy.

  The "Notice" proposes that various departments should organize the associations and chambers of commerce in the industry to sort out the charges for operating services and other charges. The clean-up and standard measures include the following:

  (1) Break the service monopoly.

All departments should clean up the monopoly and compulsory service projects carried out by associations and chambers of commerce in the industry, and realize the marketization of service prices by liberalizing access conditions and introducing diversified service entities.

For those temporarily unable to break the monopoly, the industry associations and chambers of commerce shall determine the charging standards according to the principles of reasonableness and lawfulness, compensation for costs, and slight surplus, and shall be voted and approved by the member (representative) assembly or the council.

  (2) Cancellation of charges for violations of laws and regulations.

  (4) Standardize charging behavior.

All departments should require industry associations and chambers of commerce to carry out paid service activities within the purpose and scope of business in accordance with the relevant provisions of laws and regulations on the obligations of operators and the principle of voluntary paid services, regulate relevant charging behaviors, and follow the principles of fairness, lawfulness, honesty and trustworthiness. Fairly determine and disclose the charging items and standards, and provide services that match the quality and price.

  The "Notice" requires that the industry associations and chambers of commerce be publicized in a centralized manner.

All departments should guide the formulation and improvement of service specifications for industry associations and chambers of commerce on the basis of clean-up specifications, refine service procedures, and improve service quality, and require industry associations and chambers of commerce to review the clean-up specifications on the "Credit China" website before November 30 The charging status shall be publicized, policy transparency shall be increased, and social supervision shall be accepted. Any charging items that have not been publicized shall not be collected.

  In addition, the National Development and Reform Commission will summarize and sort out the clean-up regulations reported by various departments, combined with the publicity of industry associations and chambers of commerce, and, in conjunction with relevant departments, will select some industry associations and chambers to conduct random inspections and review to understand the actual charging situation.

For the problems found in the random inspection and review, we will work with relevant departments to clarify the handling principles, put forward specific handling opinions, and effectively regulate the charging behavior.
